Full Job Description

The primary purpose of this position is to serve as the Assistant to the Installation Deployment Officer (AIDO), Wing/Installation Support Agreement Manager, focal point for the War Reserve Material (WRM) Program, and Supply Management Activity Group (SMAG) operating program budget monitor, and Resource Manager.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes comprehensive knowledge of logistics management operations that involve wing-level planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control.

Work requires considerable skill in applying and integrating this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems.

In-depth knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), Air Expeditionary Force (AEF) UTC Reporting Tool).

Broad knowledge of laws, regulations, policies, and precedents affecting deployment, base support, support agreement and war reserve material plans and programs.

Knowledge of major issues, program goals, wing priorities, work operations, and managerial channels of wing organizations involved in deployment operations. OR EDUCATION: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control.

Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), DCAPES UTC Reporting Tool).

Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems.

Ability to integrate the separate functions in planning or implementing a logistics management program.

Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning base readiness.

Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Assist the Installation Deployment Officer (IDO) with planning, organizing and implementing the Installation Deployment and Base Support and Expeditionary (BAS&E) Site Plans.

Manages and administers the Installation Support Agreements Program. Prepares support agreements IAW DoD, AF and higher headquarters guidance. Assists the IDO with Contingency Planning.

Determines capability of the wing to support contingency taskings. Monitors the general support division (GSD) and Supply Management Activity Group (SMAG) operating program budget.

Serves as Resource Advisor for the squadron. Forecasts and monitors squadron use of resources to maximize efficiency and effectiveness.

Assists primary 42 Logistics Readiness Squadron (LRS) Contracting Officer Representative (COR)s with contractor oversight for LRS functions.

Conducts various types of quality assurance assessments involving studying and evaluating Base Operation Support (BOS) activities performed within LRS.
