Job Description

Summary

This job involves leading logistics efforts for naval aircraft programs, managing everything from planning and budgeting to ensuring systems stay ready for use over their full lifespan.

You'll advise program managers on support needs, resolve resource conflicts, and oversee teams to keep costs down while meeting military requirements.

Key Requirements

  • At least one year of specialized experience at GS-12/13 level or equivalent, including advising on complex problems, managing projects, and using cost-wise readiness principles
  • Life Cycle Logistics Advanced Tier Functional Area Certification per DoDI 5000.66
  • Eight years of experience in Life Cycle Logistics (LCL) across at least two program offices, with two years in a leadership role (e.g., PSM, IPT Lead) at GS-13 or higher
  • Up to four years of the required experience may come from field-level or sustainment logistics positions
  • At least three years within the past six years leading product support strategy development, implementation, and management aligned with warfighter needs
  • Ability to develop Integrated Logistics Support (ILS) planning and manage program documentation
  • Experience in resource management, budgeting via Logistics Requirements and Funding Summary (LRFS), and total cost of ownership analysis

Full Job Description

You will serve as a Logistics Management Specialist in the SYSTEMS ACQUISITION GROUP, LOGISTICS INTEGRATION DEPARTMENT, PROGRAM LOGISTICS INTEGRATION DIVISION of NAVAIRWARCENAC DIV as either the PMA266 Product Support Manager or the PMA271 Product Support Manager.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or (DS-05) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command 2) managing project/program requirements, objectives, and metrics; and resolving conflicts among schedules, funding, and resources.

3) using cost-wise readiness and total cost of ownership principles, formulating and executing the Life Cycle Sustainment strategy for assigned system(s).

4) managing and directing the effort of all product support personnel on program teams/IPTs providing acquisition and sustaining product support to assigned systems(s).

Additionally, (1) have the Life Cycle Logistics Advanced Tier Functional Area Certification at the time of appointment in alignment with DoDI 5000.66 / Section 4.2; (2) in aligment with the DON LCL Acquisition Workforce Career Guidebook, Appendix 3: DON PSM Certifications Memo the incumbent must have a combined eight (8) years of experience in LCL in at least two different Program Offices or similar organization holding LCL positions with at least two of the eight years in a leadership position (i.e.

PSM, APML, IPT Lead, etc.) at the GS-13 level or higher and up to four years of the required experience may come from logistics positions in field-level or sustainment organizations; and (3) have at least three years experience within the past six years leading product support strategy development, implementation, and management, ensuring alignment with warfighter sustainment and readiness requirements.

  • You will serve as Prime Team Lead for all NAWCAD logisticians supporting the program, serving as principle weapons system product support subject matter expert to the PMA’s Program Manager to assist in his/her duties as Total Life Cycle Manager.
  • You will maintain all authority and total responsibility/ accountability for all acquisition and sustainment logistics efforts in support of the PMA and on behalf of command leadership.
  • You will develop ILS planning and supportability requirements for program documentation and manage the development and preparation of logistics sections of these documents.
  • You will provide insight and advice to the PMA relative to product support requirements, risks and total ownership cost implications of the PMA programs.
  • You will provide the PMA with visibility of Product Support IPT staffing statistics and conveying program priorities into the logistics competency allocation process
  • You will exercise resource responsibility/authority over support budgets through the Logistics Requirements and Funding Summary (LRFS) process and determine the best approach in expending resources to provide the best value long-term outcomes.
  • You will provide cost supporting data and develops tailored application of the elements of life cycle costing based on authoritative knowledge of the characteristics of assigned system(s).
