Job Description

Summary

This job involves managing the supply and logistics of materials for submarine maintenance at a naval shipyard, including sourcing parts, handling special items like hazardous materials, and using computer systems to track everything.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent, leading teams in screening, sourcing, and managing critical materials for submarine maintenance
  • Knowledge of logistics and procurement procedures, including GCPC program, MILSTRIP, and Shipyard Total Asset Visibility (TAV) requests
  • Experience managing complex supply chains with 4PL/3PL models and overseeing material readiness for HAZMAT and shelf-life programs
  • Proficiency with logistics IT platforms such as Material Requirements (MRQT), Material Access Technology (MAT), and Hazardous Material Management System (HMMS)
  • Ability to identify requirements for resources like money, manpower, material, facilities, and services to support shipyard plans
  • Skills in developing guidance on supply policies, procedures, and methods, and monitoring computer applications for efficiency

Full Job Description

You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the SUPPLY MATERIAL SUPPORT DIVISION, SUPPLY DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

/Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience leading a team in screening, sourcing, and managing critical materials in direct support of submarine maintenance and overhaul operations.

Experience with logistics and procurement procedures, including the Government-wide Commercial Purchase Card (GCPC) program, Military Standard Requisitioning and Issue Procedures (MILSTRIP), and policies related to Shipyard Total Asset Visibility (TAV) requests.

Experience managing complex supply chains using 4PL/3PL models and overseeing material readiness programs for items with special handling requirements, such as Hazardous Materials (HAZMAT) and shelf-life programs.

Experience with logistics IT platforms, including Material Requirements(MRQT), Material Access Technology (MAT), and the Hazardous Material Management System (HMMS).

  • You will identify the specific requirements for money, manpower, material, facilities, and/or services needed to support Shipyard plans.
  • You will provide mentorship to junior workforce to support high velocity to learning.
  • You will develop guidance for applying supply policy, procedures, techniques, equipment, and methods to a variety of work situations involving various levels of supply controls.
  • You will monitor new and existing computer applications to determine their efficiency in meeting established information requirements.
  • You will recommend changes in data flow, sources of input, report formats, and calculations to satisfy the needs of supply management.
