Summary

Limited English Proficiency Program Manager
Emergency Management Program Specialist 3
Emergency Management Division

Under the supervision of the Human Services Program Supervisor, this position is responsible for providing senior professional level Limited English Proficiency (LEP) emergency management coordination and program management for the Washington Emergency Management Division under the Human Services Section.

**The incumbent of this position will receive an additional 5% dual language assignment pay above the base salary amount.**

As part of the Military Department, the EMD leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy.

Requirements


Responsibilities include:
  • Developing, disseminating, and evaluating emergency communication tactics and products intended to reach individuals and communities with LEP.
  • Manage statewide LEP outreach strategy and policy coordination for improvement of the state's communication with all residents.
  • Responsible for providing professional level program management and technical support for emergency management programs.
  • Manage the Emergency Management Division's LEP communications outreach efforts related to preparedness, mitigation, response, and recovery.
  • Assist government partners (local, tribal, state, federal) with LEP outreach through intentional and coordinated outreach, training, and technical assistance.
  • Independently provide professional level emergency management LEP coordination support.
  • Manage and track program budgets.
  • Track communications information and write annual legislative report to include communication outcomes for life safety information and include potential recommendations to remedy technological infeasibility.
  • Serve in the State Emergency Operations Center (SEOC) or Joint Field Office/Area Field Office (JFO/AFO) in support of an activation or an incident or event.

Qualifications


REQUIRED QUALIFICATIONS

Two years of experience as an Emergency Management Program Specialist 2 (EMPS2).

OR

Bachelor's degree AND four years of professional level experience in emergency management,
financial management (grant, contracting, claims management, budgeting), business
administration/marketing, training/education, public information/affairs, program/project management,
environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.

Additional qualifying experience will substitute, year for year, for the education requirement. A Master's
degree or Ph.D. degree will substitute for one year of the experience requirement.


AND

Ability to read, write, speak, and understand the English language and at least one additional language
(Spanish preferred).

Note: The language(s) required for this position may vary depending on LEP needs of the communities
affected by disaster.

  • Facilitate the development of long-term recovery initiatives with an emphasis on the Limited English Proficiency (LEP) community.
  • Conduct research to find needed LEP long-term recovery resources.
  • Facilitate work groups with diverse stakeholders, which includes sharing information, making decisions, and implementing strategies.
  • Work in partnership with team members, federal and state, to ensure collaborative, cooperative, and comprehensive efforts meet objectives.
  • Conduct training and presentations.
  • Analyze, comprehend, and apply complex and/or technical material such as federal and state laws; federal Code of Federal Regulations; federal and state directives, regulations, Washington Administrative Codes (WAC), etc.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Utilize Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access, and SharePoint) to develop complex documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion. **The incumbent of this position will receive an additional 5% dual language assignment pay above the base salary amount.**

CONDITIONS OF EMPLOYMENT

Background Investigation:
Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.

Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be required.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Occasional travel required - up to 10% to include overnight stays.
