Full Job Description

The primary purpose of this position is to serve as a Twelfth Air Force Air Forces Southern (AFSOUTH) Commander's Liaison Officer (LNO) to Headquarters (HQ) Air Combat Command (ACC); providing executive level advice and analysis to both ACC and 12 AF (AFSOUTH) leaders.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administrations and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of the principles, regulations, methods, functions, procedures, processes and goals of 12 Air Force (AF) Air Forces Southern (AFSOUTH), Air Combat Command, Headquarters Air Force, National Guard Bureau, Air Force Personnel Center, Air Force Reserve Personnel Center, United States Southern Command (USSOUTHCOM), Department of Defense, and Joint Chiefs of Staff.

Extensive knowledge of Air Combat Command and 12 AF structures, mission, programs, and organizational relationships along with a comprehensive understanding of the Air Combat Command strategic planning, acquisition and management processes to prepare long-range planning guidance, goals, mission, and functional realignments.

Knowledge of 12 AF (AFSOUTH) and Air Combat Command programs, operations, objectives and mastery of advanced management and organization principles along with a comprehensive knowledge of planning, programming, and budgeting regulation, guidelines and processes.

Broad working knowledge of quantitative and qualitative methods and techniques to develop operating standards covering complex program functions and missions.

This knowledge applies in a staff advisory capacity to line management and the commander in support of planning, development, and execution of 12 AF (AFSOUTH) programs; the administrative management of their subordinate units, offices and geographically separated locations.

Knowledge of 12 AF (AFSOUTH), USSOUTHCOM, Air Combat Command, and Headquarters Air Force to evaluate, plan, and analyze processes and quantitative/qualitative techniques. Rated experience required.

Knowledge of Air Operations Center mission and role is support of an air component commander and/or a joint force commander.

Thorough understanding of the Deliberate and Crisis Action Planning Process as well as Joint Air Operations Planning Process.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, regulations, methods, functions, procedures and processes of 12 AF (AFSOUTH), Air Combat Command, Headquarters Air Force, National Guard Bureau, Air Force Personnel Center, Air Force Reserve Personnel Center, USSOUTHCOM, Department of Defense, and Joint Chief of Staff.

Skill and ability to prepare projects/staff reports and deliver briefings to high-level officials both civilians and/or military officials.

Ability to communicate effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on processes, actions, and decisions impacting 12 AF (AFSOUTH), USSOUTHCOM and Air Combat Command.

Ability to gather, assemble, and analyze data to prepare and defend mission requirements, develop alternatives, resource requirements, and make recommendations to resolve problems and provide policy and guidance.

Ability to identify and integrate key organizational issues against political, fiscal, and military organizational factors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as a senior advisor/analyst performing liaison support assignments for 12 AF Air Forces Southern(AFSOUTH) Commander to the Commander, Air Combat Command (COMACC).

Serves as senior advisor to Commander 12 AF (AFSOUTH) on Air Combat Command (ACC) matters.

Notifies and advises the Commander, Vice Commander, Mobilization Assistant, and 12 AF (AFSOUTH) senior staff of any ACC decisions and policies that could potentially have impact on 12 AF (AFSOUTH).

Senior representative of 12 AF (AFSOUTH) Commander's Liaison Officer (LNO) element in ACC's Contingency Action Team (ACC CAT).

Overseer of Planning, Programming, Budgeting and Execution (PPBE) at ACC with regard to 12 AF (AFSOUTH) programs.
