Job Description

Summary

This job involves investigating complaints about unfair wages on public construction projects in Washington State, reviewing contracts and payroll records, and helping workers recover owed pay by enforcing state labor laws.

It's a role in the Department of Labor & Industries focused on ensuring fair pay for workers on government-funded jobs.

A good fit would be someone with experience in labor investigations, auditing finances, or explaining employment rules, who is detail-oriented and good at communicating with people.

Key Requirements

  • 5 years of experience in labor/employment relations, revenue/tax collection, complaint investigations, financial audits, or interpreting labor rules on wages and hours (or equivalent with Associate’s Degree and 3 years, or Bachelor’s Degree and 1 year)
  • Ability to communicate effectively via phone, email, in-person, and letters to resolve wage disputes
  • Skill in determining the validity of prevailing wage complaints using public works statutes (RCW 39.04, RCW 39.12, WAC 296-127)
  • Experience reviewing contracts between public agencies, contractors, and subcontractors
  • Proficiency in auditing payroll records to identify unlawful wage payments
  • Knowledge of filing liens with public agencies and recommending notices of violation
  • Ability to learn and grow, and to meet the needs of others (e.g., workers and employers)

Join L&I’s Prevailing Wage team as an Industrial Relations Agent 2!

This role has a direct impact in fulfilling the “Working” component of the agency’s Mission, making a clear contribution to our Strategic Goals of Service and Value, and delivers premium service and value to Washington’s citizens.

You’ll provide support to Washington State workers in the form of wage recovery by investigating routine prevailing wage complaints and violations of prevailing wage laws on Public Works projects in accordance with RCW 39.04: Public Works and RCW 39.12: Prevailing Wages on Public Works and Chapter 296-127 WAC: Prevailing Wage.

Requirements

Some of what you’ll do:

  • Communication with employer and employee via phone, email, in person, and letters to resolve prevailing wage disputes
  • Determination of validity in prevailing wage complaints by applying rules and regulations promulgated under the Public Works statutes
  • Review contracts between public agencies, contractors, and subcontractors
  • Review and audit of payroll records to determine unlawful payment of wages
  • File liens with public agencies
  • Recommend Notices of Violation

Qualifications

Required:

Associate’s Degree

OR


Bachelor’s Degree


AND

1 year of experience in labor/employment relations and regulations, collection of revenue/taxes from employers/businesses, investigation of complaints of misconduct, audit of employer financial records, or the interpretation and explanation of Labor and Industries rules and regulations regarding employment standards, wages and hours, and child labor laws or related experience







AND

  • The ability to take action to learn and grow.

Knowledge of:

  • laws governing all phases of labor relations, general policies, principles and practices of labor and management
  • state wage laws and related federal laws and regulations
  • contracts and related labor relations
  • ability to apply such knowledge to mediation, arbitration and resolution
  • principles, standards and techniques of personal investigations
  • rules of evidence, auditing, accounting and bookkeeping procedures


Ability to:

  • interpret complex laws, rules and regulations
  • analyze issues involving wage disputes and formulate suggestions for compromise and settlement of disputes
  • prepare written documents
  • organize facts, arguments and conclusions in clear and logical sequence
  • gather, preserve and present material, relevant and pertinent evidence
  • exercise mature judgment in wide variety of public contact
  • travel infrequently, possibly for extended periods

For this position, telework is permitted full time/part time dependent upon business need and supervisor approval as long as position requirements and productivity expectations can be met in remote work environment.

The assigned duty station for this position is anywhere in Washington, excluding King County, within reasonable commute to an LNI Service Location.
