The Department of Labor & Industries (L&I), Division of Occupational Safety and Health (DOSH), runs Washington’s workplace safety and health program. As a State Plan partner with Federal OSHA, we protect workers across the state and help employers meet high safety standards.


We are hiring a Program Specialist to support our Fire Resistant Material Applicator (FRMA) Certification Program, a new statewide certification program created by House Bill 1323 (Chapter 145, Laws of 2023).


The unit is already up and running, but it is still evolving. Processes are being refined. Systems are being improved. Workflows are being built in real time. This is a great opportunity for someone who is steady, adaptable, and comfortable helping shape a growing program.

Why This Role Matters

The FRMA Certification Program applies to businesses and workers across Washington who install fire-resistant coatings. Your work directly supports public safety by ensuring workers are properly trained and certified.


You will interact with contractors, training providers, businesses, and other stakeholders throughout the state. Clear communication and professionalism are very important as many of the people you assist will be navigating certification requirements and new technology for the first time.

You won’t just follow a checklist. You will:

  • Explain certification requirements in plain language
  • Support customers as they use new systems and processes
  • Track applications and data carefully
  • Identify patterns or issues and suggest improvements
  • Jump in to help where needed as workload shifts

Requirements

What You’ll Do

Key responsibilities include:

  • Review applications and grant or deny certification using the FRMA tracking system
  • Verify qualifications and compliance with state rules and policies
  • Research and resolve complaints related to approved training classes and issued certificates
  • Gather and evaluate information related to possible probation, decertification, or revocation decisions
  • Draft and edit correspondence to certificate holders, course sponsors, and trainers
  • Organize and produce records for public records requests
  • Serve as records retention coordinator for the program
  • Help refine processes and recommend improvements as the program continues to develop
  • And much more!


This role requires strong organization, sound judgment, and the ability to track and analyze information accurately.


The Work Environment

Qualifications

REQUIRED:

  • Minimum of ONE (1) year of customer service experience.
  • Level 1 Word processing skills: Use word processing software to create, format, edit, preview, print and save documents. Use typical functions to select, edit, copy, paste, format, and spellcheck.

    Create bulleted and numbered lists, indent and align paragraphs, and use bordering and shading features.

  • Interpersonal skills and the ability to work effectively with diverse groups.
  • Effective written and verbal communication.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
AND one of the following:
  • Bachelor’s degree

OR

  • FOUR (4) years of relevant experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government

OR

  • Equivalent combination of FOUR (4) years education and relevant experience.

DESIRED:

  • Level 1 Database skills: Use database software to create template-based databases and design simple tables, queries, data entry forms and/or reports, import data from other sources, sort records by multiple fields, find records and filter by selection
  • Communicate confidently with a wide range of external customers
  • Be comfortable in situations that are new or still being defined
  • Explain policies, certification requirements, and technology in a way customers understand
  • Stay organized and manage tracking systems accurately
  • Analyze data and notice trends or gaps
  • Ask questions, stay curious, and take initiative
  • Share ideas for improvements and keep leadership informed about what’s happening in the program
  • Look beyond daily tasks and jump in to support other areas when needed
