The Learning and Organizational Development Manager will design, plan, and implement organizational initiatives that enhance employee performance, leadership capabilities, and organizational effectiveness. The person in this role leads initiatives focused on organizational culture, values alignment, succession planning, and performance enhancement with a goal of strengthening the workforce that makes Durham a great place to live, work, and play. The person in this role reports to the Assistant Director of Human Resources and provides leadership and supervision for a four-person team.

Requirements

Leadership
  • Provide direction, guidance, and coaching for direct reports to achieve Learning and organizational development objectives.
  • Manage the training budget.
  • Develop and execute a comprehensive annual training plan aligned with performance gaps and organizational needs.
  • Facilitate enterprise-wide training needs assessments.
  • Design and provide oversight for onboarding programs for new employees.
  • Develop leadership development programs for supervisors, managers, and executives.
  • Oversee and manage vendor contracts and assess vendor effectiveness.

Organizational Development
  • Partner with organizational leadership to design, develop, and deliver solutions to address performance gaps and organizational challenges.
  • Implement and manage change management, succession management, and career pathing processes and procedures.
  • Support other Human Resource units in the development of tools, processes, and procedures that enhance departmental and enterprise effectiveness.
  • Support organizational culture initiatives, including core values alignment and employee engagement strategies.

Talent Development
  • Create a strategy to support the introduction and marketing of the Oracle Learning Platform.
  • Oversee the administration and optimization of the Oracle Learning platform, including evaluating and content curation.
  • Design, develop, and implement professional development programs.
  • Provide oversight for the coordination and execution of annual leadership and all-employee learning events.
  • Support the tracking of training participation and compliance, and the introduction of tools to measure training effectiveness.
  • Develop and lead internal mobility strategies, including career pathing tools, frameworks, and programs that support employee movement across the organization.
  • Create tools and processes to support the identification of high-potential talent and development pathways.

Stakeholder Collaboration
  • Serve as a consultant to departments on training and organizational development needs.
  • Respond to department requests for targeted training by designing and delivering customized sessions that address specific operational or performance needs.
  • Build partnerships with external vendors, training providers, and professional organizations to meet desired organizational outcomes.

Evaluation
  • Evaluate training effectiveness using metrics and continuous improvement practices.
  • Support conclusions and analyze outcomes with data metrics that evidence performance outcomes.
  • Ensure accurate training records for audit and compliance purposes.

Qualifications

  • Bachelor’s degree in human resources, social sciences, industrial/organizational psychology or directly related field.
  • Six (6) years of experience in training and organizational development.
  • Three years of proven experience leading and managing a team.

Additional Information

  • One year of project management experience.
  • Master’s degree in business, public administration, or directly related field.
  • Experience working with Microsoft Office Suite, Teams, Zoom, and cloud-based communication and productivity applications.
  • Experience producing analysis and recommendations supported by data and based on original research and critical thinking.
  • Experience identifying, proposing, and facilitating improvements to processes, procedures, and programs.
  • Experience working on large-scale projects, maintaining project schedules, and managing project risk.
  • Experience analyzing qualitative and quantitative data.
  • Experience performing independent research and producing deliverables on schedule.
  • Experience in a public sector or government environment preferred.
  • Experience working with both administrative and front-line staff.
