Summary

This job involves managing a national online training system for VA employees at a veterans' health care facility in Little Rock, Arkansas, including administering the system, creating training materials, and helping staff use it effectively.

Full Job Description

This position is located at the Central Arkansas Veterans Health Care System (CAVHS), serving as the Domain/Learning Manager (DM/LM) for the Department of Veterans' Affairs' Talent Management System (TMS).

TMS is a national program providing a single portal of access to all online educational programs, and the method by which all employees' training, both external and internal to the VA, will be recorded and tracked.

The DM/LM will administer TMS for all CAVHS employees and stakeholders. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR, Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).

Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

You may qualify based on your experience or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Collecting data and generating compliance reports; develop and adapt existing Training Management System training materials and additional training tools to achieve program objectives and appropriate communication; technology management supporting the database programs; identify and respond to facility and agency suspense; instruct and assist in the use of the database; instruct and assist in the use of data base programs, and tracking of education and training; delivering face-to-face training and instruction related to web-based information.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D.

or equivalent doctoral degree.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work.

However, there may be some walking; standing; bending, and lifting/carrying of light objects such as files, books and papers. No special physical demands are required to perform the work.

Major Duties:

Major Duties Include, but not limited to: Provides advice, guidance and training to the service level TMS coordinators and is the primary contact and advocate for TMS; Tracks compliance with National and local mandatory training Link education curriculum with medical center mission and strategic directives; Monitors education mandates for compliance; Provides technical assistance and guidance to all CAVHS designated TMS administrators; Train and assist designated TMS Administrators and leadership in report functions; Advises and assists in the development of course objectives, scope of content and the criteria for evaluation for computer-based training (CBT) as related to the Intranet and other applications; and Ensure education requirements at facility are included in TMS system set up and management.

Work Schedule: Monday - Friday, 7:30am to 4:00pm (Subject to change based on the needs of the Agency). Virtual: This is not a virtual position.
