Learning Center Seattle (LCS) is part of King County's Children, Youth and Young Adults (CYYA) Division's Reengagement Center.

LCS provides case management, education, training, and employment services to young people ages 16-24 years. We are recruiting for a LCS Site Manager, Project/Program Manager III.

This position requires a highly skilled leader who can lead a team of Social Service Professionals, Instructors and community partner staff while providing excellent customer service to young people.


This person should have extensive skills working within a post-secondary environment, familiarity with the student transition from Secondary to Post Secondary programming and the supports available at the college.

They will also be responsible for the billing, reporting, and familiar with the state and local requirements.


This position is currently open to King County employees at this time.

Requirements

To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:

  • Provide supervision and support to the LCS on site case management team and partner staff.
  • Understand how to apply and maintain equity and social justice, heart-centric practices into engagement with staff, students, and community partners.
  • Ensure excellent customer service at LCS, including resolving concerns with students, parents and community partners.
  • Ensure that communications (formal and informal) of the needs of students, staff, are shared with and contributed to the shared consciousness of the organizations of leadership team
  • Responsible for billing and navigating the complexities of the college system and King County system for data and finance.
  • Understand Open Doors billing and being able to track, maintain, a create reports
  • Engage with the community in both outreach into the colleges,high schools, non-profits, and making sure the CYYA/LCS has a strong and known presence as a pathway for students.
  • Maintain cadence of meeting schedules with leadership team, staff, and Seattle Central College administration.
  • Provide leadership and day-to-day oversight of facility.
  • Provide day-to-day engagement and relationships with Seattle Central College.
  • Maintain comprehensive knowledge of community resources and services.
  • Facilitate and maintain strong community partnerships.
  • Provide oversight of the implementation of youth development programming schedule of events and ensure student's needs are being met.
  • Explore continuous improvement opportunities through a value based, creative forward approach.
  • Review data and use data for continuous quality improvement.
  • Perform other related duties as assigned.

Qualifications

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

At least five (5) years of increasingly responsible, recent, experience in youth program management, planning, development, and implementation and/or a combination of education and experience.

Recent experience would be defined as within the last five (5) years. Experience should be specific to young people ages 16-24 years and in education and employment services.

  • At least three (3) years of demonstrated leadership and/or supervisory skills within a multidisciplinary and multi-agency team, which can be demonstrated through functional leadership.
  • Knowledge and experience with Re-engagement and WIOA, King County Grants, Community College policy and processes.
  • At least three (3) years of experience with Open Doors billing and reporting.
  • Ability to multitask and work in stressful situations involving youth.
  • Leads with race, equity and social justice and has five (5) years’ experience working with Black, Indigenous, People of Color (BIPOC) youth.
  • Strong leadership and management skills, including team building and team accountability.
  • Demonstrated team building skills with youth and adults.
  • Demonstrated experience in ensuring program compliance with contract policies, procedures, program requirements, and federal regulations.
  • Demonstrated experience in gathering, maintaining, analyzing data and developing formal written reports for professional and community audiences.
  • Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
  • Proficiency in Microsoft Word for Windows, Excel, and Access.
  • Valid Driver's License or the ability to travel throughout the county in a timely manner.
  • Ability to pass a post-offer/pre-hire Washington State Patrol background check.

    ADDITIONAL POSITION INFORMATION:

    This position has been designated Non-Mission Critical.

    Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

  • The team works 100% onsite. The primary onsite location is Seattle Central College, 1701 Broadway, Seattle, WA 98122. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
  • This position is represented by PROTEC17 (C23).
