Full Job Description

The employee serves as the Lead Communications Security (COMSEC) Custodian and Alternate Key Management Infrastructure (KMI) Operating Account Manager.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Planning, directing, and evaluating programs and practices for a wide range of COMSEC concepts, principals, and practices; and Providing advice on information security to protect sensitive, classified or top secret material, equipment or documents; and Coordinating and conducting surveys, inspections, and assistance visits to improve the level of COMSEC security, accounting accuracy, and proper material destruction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: The incumbent is responsible for managing the five elements of the COMSEC operations which includes Cryptographic Security, Transmission Security (TRANSEC), Physical Security, Emission Security (EMSEC) and Traffic-Flow Security.

The incumbent is responsible for the receipt, storage, inventory, transfer, and destruction of all classified COMSEC material, cryptographic key and control cryptographic items.

Provide troubleshooting support to customers to repair, reprogram, or replace cryptographic controlled items and Secure Terminal Equipment (STE) as required.

The incumbent is responsible for providing oversight of the handling, protection, recording, and maintenance of COMSEC keys and associated equipment.

The employee ensures accounts are in strict compliance with physical security, COMSEC record keeping, and proper handling and storage of classified keying material policy and procedures.
