Full Job Description

This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia.

WHAT WE ARE LOOKING FOR You must have one year specialized experience to perform successfully the duties of the position.

To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Providing recommendations to leadership on human capital initiatives to improve organizational effectiveness while serving as a senior consultant.

Advising management on drafting and updating position descriptions to ensure alignment with OPM classification standards and mission objectives.

Advising leadership on complex personnel actions (ie, hires, promotions, and/or reassignments) by ensuring compliance with regulatory requirements across multiple programs.

Coordinating the Drug-Free Workplace Program by ensuring compliance with regulatory requirements by updating policy, and protection of sensitive information.

WHAT YOU'LL BE DOING DAY TO DAY Researches, develops, creates, and recommends administrative policies, procedures, and milestones sufficient to execute the organization's mission.

Serves as Liaison with OHR for HR management activities by Collaborating with OHR leadership on personnel actions to include position establishments, recruitment actions, promotions, reassignments, and retirements; on the evaluation of personnel qualifications in order to provide advice to management to ensure that skill sets and experience fulfills mission requirements; and the development of new policies.

As a Drug Free Workplace program POC ensure compliance with federal regulations, maintaining required documentation for audits, protecting employee confidentiality, and updating standard operating procedures in alignment with policy changes.

Lead the HR Liaison Branch by assigning and monitoring workload, ensuring quality and timeliness of work products, coaching and training staff, resolving informal issues, representing the team in meetings, advising management on HR actions, and ensuring alignment with organizational mission, strategic goals, and performance standards.
