Base salary range: $88,520 - $115,079
Typical requirements: 1 year specialized experience at GS-12. Expert-level knowledge in field.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading efforts to create and manage compensation policies for local staff and family members working at U.S.
embassies and missions abroad, including advising on benefits, analyzing labor trends, and negotiating with senior officials.
A good fit would be someone with extensive experience in HR compensation, especially in international or government settings, who enjoys strategic planning and policy development.
It requires strong analytical skills to evaluate systems and recommend improvements for fair and effective pay structures.
This position is located in the Department of State's Bureau of Personnel and Training Office of Overseas Employment (PERT/OE).
PERT/OE serves as a central human resource office for the approximately 60,000 locally employed staff (LE Staff) and eligible family members (EFMs) employed by all federal agencies at U.S.
missions overseas. Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience providing advisory services on Locally Employed (LE) compensation and benefits.
Experience analyzing, developing strategy and policy related to compensation and benefits. Experience evaluating LE process methods and systems to make recommendations regarding their use.
There is no substitute of education for specialized experience for the GS-14 position. Major Duties:
