Job Description

Summary

This job involves leading a team of analysts to create cost estimates and perform statistical analyses for naval ship, submarine, and weapon system programs, helping the Navy make smart decisions on budgets and projects.

It focuses on supporting defense initiatives by evaluating costs, managing life cycles, and collaborating with government and industry partners.

Key Requirements

Full Job Description

You will serve as a LEAD GENERAL ENGINEER/INDUSTRIAL ENGINEER/OPERATIONS RESEARCH ANALYST in the Naval Systems Engineering Directorate, Cost Engineering and Industrial Analysis Group (SEA05C) of NAVSEA HQ Field Support of NAVSEA HQ FIELD SUPPORT.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (or GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate work as an analyst leading the development of cost estimates or statistical analysis in support of submarine, ship, combat or weapon systems, programs, or projects.

  • You will directly support the Ship System Cost Engineering Manager within SEA05C (Cost Engineering and Industrial Analysis Group) and lead a team of analysts in the development and support of cost estimating deliverables, to ensure best practices.
  • You will develop, document and brief a wide range of cost and industrial analysis products in support of program office decision points and coordinate with program offices and outside organizations.
  • You will provide cost analysis support for complex defense weapon systems/ship programs, including life cycle cost estimating, contract proposal evaluation, and integrated program management analysis.
  • You will participate in or oversee cost-performance or cost schedule tradeoff analyses in support of program efforts to manage life cycle cost.
  • You will aid in the analysis of all types of data to support internal and external initiatives that expand across multiple programs.
  • You will directly discuss impacts and possible solutions with both government and industry stakeholders.
  • You will utilize expertise in industrial production operations and in design, construction, production and acquisition management of naval ships and associated weapon systems.
  • You will apply knowledge of the principles and practices of mathematical techniques combined with the knowledge of the engineering disciplines associated with the design, acquisition, production and maintenance of naval ships and weaponry.
