Summary

This job involves analyzing and improving IT systems for logistics in the Defense Logistics Agency, focusing on managing software projects on the ServiceNow platform from start to finish.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: - Analyzes logistics business processes in automated information systems (AIS) built around COTS and GOTS software to ensure that proposed system changes/fixes/enhancements leverage the capabilities of the software products.

- Provides Technical IT Software Project Management expertise for project teams to ensure the development of requirement solutions and related requirement documents for proposed software fixes, enhancements, and other changes are consistent with both business policy and efficient system performance.

- Suggests resolutions to system design and problem issues that recognize potential trade-offs in system performance, efficiency, customer and business needs, the criticality of the process relative to other processes in the business area, and the technical options offered by the current software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serves within the Defense Logistics Agency (DLA), Information Operations (J6), Program Executive Office (J62), Enterprise Service Area Portfolio Management responsible for a variety of application analysis and integration services.
  • Serves as a Technical IT Software Project Manager overseeing the full lifecycle of IT software projects on the ServiceNow platform from use case capture, architecture, requirement refinement, development, testing, and transition to operations.
  • Serves as an expert business systems analyst, advising business process support teams on the efficient functional analysis, design, testing, documentation, and implementation of ServiceNow software solutions.
  • Acts as technical mentor for junior IT Software Project Managers to help them understand the full software development lifecycle.
  • Evaluates functional specifications calling for customized modules, elements, and tables, and offers options/recommendations on how COTS standard data elements, tables, and configurations can instead be used to meet the business requirement(s).
  • Coordinates and communicates with DLA HQ, lead site representatives, team leads, and project managers to offer resolution alternatives that support business processing, are technically accurate, and are feasible within required timeframes.
