Job Description

Summary

This job is for a senior leader who oversees IT projects and teams focused on developing and maintaining logistics systems for the military's supply chain.

You'll manage budgets, guide software teams using modern methods, handle contracts, and mentor staff to ensure projects run smoothly and meet defense goals.

Key Requirements

  • One year of specialized experience at GS-13 level or equivalent in IT project management, systems development, and maintenance

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Provides disciplined project management, systems development management and systems maintenance support for initiatives and automated information systems - Oversees the preparation of costs analysis to determine affordability of implementation components of the logistics systems program in relation to long-term benefits - Serves as the representative on programs, projects and/or initiatives and provides program management oversight - Utilizes Agile methodologies (such as Scrum) to lead software development teams, manage product backlogs, and oversee sprint planning and execution for complex IT programs.

- Manages the full lifecycle of IT acquisition contracts, from developing statements of work to monitoring contractor performance and ensuring all deliverables meet federal acquisition regulations.

- Establishes and tracks key performance indicators (KPIs) and cost metrics to assess program health, report progress to senior leadership, and ensure alignment with long-term strategic goals.

- Manages the talent acquisition process for technical roles, from defining position requirements and interviewing candidates to selecting and onboarding new employees.

- Provides coaching and mentorship to subordinates to develop their technical and professional skills, and establishes performance goals to ensure alignment with organizational objectives.

  • Responsible for planning, organizing and directing the activities of subordinate Lead Information Technology (IT) specialists, project/program managers, and non-supervisory IT specialists..

  • Exercises the full range of program management responsibilities with respect to accomplishment of J6 mission, which requires a comprehensive knowledge of information systems program and policies..
  • as related to design, development, testing, implementation and operation of computing systems and applications supporting the Enterprise Business System and other DLA functions.
  • Provides resource requirements and future focus for the Program Manager by implementing objectives, policies and procedures relating to assigned programs and projects.
  • Provides disciplined project management, systems development management and systems maintenance support for initiatives and automated information systems.
  • Oversees the preparation of cost analysis to determine affordability of implementation components of the logistics systems program in relation to long-term benefits.
