This job involves analyzing and improving information technology systems to support the needs of defense organizations, including planning new systems and solving complex IT problems with minimal oversight.

This position is part of the Defense Human Resources Activity, Defense Human Resources Activity.
The incumbent will be responsible for applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations.
You may qualify at the GS 13 , if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below: Experience working with broad objectives to independently develop project plans, resolve intricate, controversial, or unprecedented issues with minimal supervision.
Proven ability to apply new methods and resolve most conflicts that arise during a project's lifecycle.
In-depth experience applying a wide variety of processes to the analysis of complex IT issues across the full systems development life cycle (SDLC).
Experience defining business requirements and designing functional-technical specifications in a matrix environment, integrating multiple and rapidly evolving technology.
Experience with personal contacts and regular meetings with senior officials, managers from outside the agency (including other federal agencies and DoD leadership), consultants, and contractors.
Demonstrated ability to persuade managers and stakeholders with diverse viewpoints to accept and implement findings and recommendations, especially when encountering resistance due to organizational conflict or resource constraints.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

As a IT SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include: Gather, analyze, develop, and document requirements and use cases.
Research and validate requirements in consultation with stakeholders. Participate in business process reengineering and continuous process improvement.
Analyze issues of effectiveness, efficiency, and productivity Act as a primary liaison between customers, vendors, internal teams, and IT management.
Develop and deliver oral and written presentations and briefings to various audiences, including senior officials Negotiate with management to accept and implement recommendations.
Participate in developing project plans and provide guidance to team members. Plan, organize, and participate in the work of teams.
