The primary purpose of this position is to serve as Technical Advisor to the Commander, 836th Cyberspace Operations Squadron (836 COS).

Organizational location of this position: Air Combat Command (ACC), 67th Cyberspace Operations Wing (67 CW), 867th Cyberspace Operations Group, 836th Cyberspace Operations Squadron), JBSA Lackland, AFB, TX This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GG-2210, Information Technology (IT) Management Series (Alternative A) Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Examples of creditable experience include: knowledge of management requirements sufficient to render recommendations on development, installation, and employment of existing and new information technology (IT).

Knowledge to review and consult on cyberspace operations support related contracts and serve as a technical authority on systems and services contracts.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of IT management information systems requirements and Defensive Cyberspace Operations (DCO) techniques required to oversee projects of considerable difficulty and with little specificity regarding approach to be followed.

2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate both orally and in writing organizational and analytical information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position and skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.

Knowledge of government contracting procedures, legal requirements, and contract personnel oversight including rating and reporting performance OTHER CONDITIONS OF EMPLOYMENT: - Current CPT Combat Mission Ready (CMR) individuals, regardless of civilian series are considered qualified to serve under this PD as long as the member has met other conditions of employment and civilian grade requirements.

A signed memo from the 867 COG Group Commander stating the member is CMR along with IQT, MQT and CMR dates is sufficient documentation to meet this requirement.

- Compliance with Cyber Mission Force (CMF) training specified in the USCYBERCOM Cyber Mission Forces Training and Readiness Manual; and applicable higher headquarters guidance memoranda for Cyber-Crew Training, Standardization and Evaluation, and Cyberspace Operations, is a condition of employment.

Depending on experience and skill levels, portions of the CMF training may require incumbent to perform an extended TDY for a period of 3 to 6 months or longer.

The incumbent must achieve and maintain appropriate CMF requirements as specified in Job Qualification Record (JQR) and attain Combat Mission Ready (CMR) certification within 18 months of assignment of these duties.

The 867 COG Commander may extend this period only in cases where the member is unable to achieve full Mission Readiness (MR) by the 18 month point through no fault of his/her own.

Delays due to an individual's course/certification failures and an individual's failure to plan adequate time to meet all requirements cannot be waivered.

The Group Commander's waiver cannot extend beyond the 30-month point. Failure to achieve and maintain CMF requirements may result in removal from this position.

If an employee obtains CMR but later loses his/her certification and is unable to regain certification, or the employee repeatedly regains and subsequently loses CMR in less than three-years' time, the employee will be considered in violation of the CMR condition of employment and will be removed from this position and/or processed for termination of employment - Information Assurance Certification is a condition of employment.

This position includes information assurance (IA) work as a paramount duty requirement.

IA Technician Level III is required IAW the USCYBERCOM CPT JQR for this position (Cyber Threat Analyst, Host Analyst, Network Analyst).

Per DOD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

The point at which a member is deemed "assigned these duties" coincides with completion of requisite Initial Qualifications and Special Skills Training, but must be completed before being Combat Mission Ready (CMR) as IAT-III is a required for CMR.

Failure to receive the proper IA certification, and/or CMR within 18 months of assignment may result in removal from this position and/or termination of employment. Major Duties:

DUTY 1 - Plans, organizes, and oversees the activities of the 836th Cyberspace Operations Squadron. DUTY 2 - Exercises supervisory personnel management responsibilities.

DUTY 3 - Represents 836th Cyberspace Operations Squadron with a variety of installation and functional area organizations.

DUTY 4 - Directs and/or participates as a subject matter authority in various advisory committees, technical review boards, and/or other meetings related to area of expertise
