Full Job Description

This position is located at the USPTO in the Office of the Chief Financial Officer/ Office of Financial Management Systems providing support in the areas of procurement, corporate planning, and finance.

OCFO supports these areas of financial management by being a value-added partner to our customers and by recommending, implementing, maintaining, and enhancing enabling technologies.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

You must meet all eligibility and qualifications requirements by the closing date of the job announcement.

OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: 1.

Experience leading and supporting the development of new or existing automated financial and acquisition systems with experience in Agile software development methodologies. 2.

Experience leading in the operation and maintenance of financial and acquisition systems including enforcing IT security policies, principles, and standards. 3.

Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.

In addition to meeting the specialized experience you must meet the basic requirement below to qualify for this series.

Evaluate available tools, methodologies, and processes for feasibility in improving the effectiveness and efficiency in meeting the requirements, functions, and services of automated financial and acquisition systems.

Lead teams on projects related to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial and acquisition systems.

Ensure enforcement of IT security policies, principles, and practices for all production systems; Participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.

Define project/task requirements through appropriate planning, implementations, reporting on, and evaluating projects and tasks.
