Summary

This job involves planning and managing IT policies and systems for the Indiana Air National Guard, focusing on designing, integrating, and testing computer networks and applications to support military intelligence operations.

Key Requirements

  • Military grade E7 through E8 or compatible enlisted assignment in the Indiana Air National Guard (or willingness to join and meet AFSC requirements)
  • Ph.D. or equivalent doctoral degree in computer science, engineering, information systems, or related field; or 3 years of graduate education leading to such a degree; or relevant degree with at least 24 semester hours in specified IT fields
  • IT-related experience demonstrating competencies in attention to detail, customer service, oral communication, and problem solving
  • At least 1 year of specialized experience in computer applications, including planning sequences of actions, coordinating with external units, adapting guidelines, and preparing cost/benefit documentation
  • Expert knowledge of IT and communications system architecture, integration techniques, system analysis, and testing methods
  • Basic knowledge of data processing functions and general management principles for automating work processes

THIS IS AN INDIANA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This position is part of the IN 181st Intelligence Wing, Indiana National Guard under Position Description Number D2172P01.

MILITARY GRADES: E7 through E8 COMPATIBLE MILITARY ASSIGNMENTS: Enlisted If applicant is willing to join the Indiana Air National Guard and meet the AFSC compatibility requirements, please upload your Report Individual of Personnel (RIP) to your documents on this application to determine ASVAB qualification.

BASIC REQUIREMENT: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D.

or equivalent doctoral degree Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.(unofficial or official transcript(s) must be uploaded with application to meet this education requirement) OR IT-related experience demonstrating each of the four competencies listed below.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To include experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.

Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

AND SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade.

Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.

Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.

Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.

Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Expert knowledge of IT and communications system architecture, integration techniques, system analysis, and testing methods.

Knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.

Knowledge of the principles of information assurance, network security, and techniques to ensure serviceability, safe operation, proper configuration, accountability, and sustainability of systems to meet mission requirements.

Knowledge of computer security concepts to guarantee authenticity and confidentiality of digital communications messages and transmissions, communication security principles, infrastructure security concepts, cryptography, access controls, attack prevention, encryption key generation and use, as well as operational and organizational security.

Knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars.

Knowledge of a wide range of communications concepts, principles, and practices.

Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements.

Knowledge of DoD and Air Force communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions.

  • Performs studies and independently establish plans for improving the efficiency of information technology and communications processes.
  • Interprets a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices.
  • Evaluates mission effectiveness, using standardized and locally developed evaluation programs and processes.
  • Advises supervisors and managers on the evaluation of programs, policies, regulatory requirements, and procedures.
  • Develops process, management, administrative and technical evaluation plans for implementation.
  • Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
  • Prepares and maintains files and publications IAW current directives to include both paper and electronic media.
  • Coordinates with HHQ elements, Program Management Offices, Specific System/Hardware Support Elements, OEM Vendors and Vendor Contracted support facilities for issue resolution.
  • Develops, implements and maintains work center training programs.
  • Performs other duties as assigned.
