The Opportunity

WSDOT’s Technology Services Division (TSD) is currently seeking a skilled IT Project Manager to serve as a Cybersecurity Project and Program Manager.

This senior IT Project and Program Manager will be responsible for ensuring that the TSD cybersecurity office is successful in the implementation and execution of the agency’s cybersecurity projects and programs.

In this role, you will lead and support a variety of technology projects within WSDOT, facilitating the planning and prioritization of complex cybersecurity services.

These projects may be complex and span many offices, departments, and entities.

Additionally, this position may serve as the lead in the development and execution of Requests for Information (RFIs) followed by Request for Proposals (RFPs) for the Cybersecurity Department in collaboration with the WSDOT’s Administrative Contracts Office.

This is one of the agency’s senior-level project management positions, responsible for setting standards and best practices surrounding project management.

Our top candidate will be capable of directing multiple medium- to largescale, high-risk, enterprise-wide projects out of our Enterprise Technology Project Management Office (ETPMO) for the Cybersecurity Department or other departments.


What to Expect

Among the varied range of responsibilities held within this role, the IT Project Management – Senior/Specialist (Cybersecurity Program) will:

  • Independently analyze business requirements, proposed scope, budget, risks, resources, and develop proposed solutions.
  • Independently develop and maintain the standard Project Management Body of Knowledge (PMBOK) and WSDOT TSD Enterprise Technology Project Management Office (ETPMO) project deliverables until project completion.
  • Facilitate the establishment of a Project Steering committee ensuring composition from IT Business Customer management, TSD management personnel and Stakeholders.
  • Establish and lead project team meetings to manage the progress of the team throughout the duration of the project.
  • Continuously monitor and measure project team execution of assigned tasks.
  • Monitor project budget, adjust schedule, resources, tasks and deliverables according to project work plan and work schedule; document and communicate any deviations.
  • Independently establish and facilitate risk management, issue resolution, and formal change control processes based on the PMBOK and TSD ETPMO best practices.
  • Advise, facilitate, and ensure WSDOT IT Business Customer compliance with applicable Revised Code of Washington (RCWs), and Office of the Chief Information Officer (OCIO) Policies, Standards, and Guidelines.
  • Use broad and deep understanding of the project management discipline within the ETPMO to propose improvements to project management processes and advise other agency IT professionals on best practices, including traditional Project Management Institute (PMI) and Agile processes, as appropriate.


Qualifications

  • Team Leadership & Mentorship: Demonstrates leadership in guiding and mentoring project teams by fostering an inclusive work environment, managing performance, resolving conflicts, and supporting continuous improvement in project delivery.
  • Strategic & Analytical Thinking: Demonstrates the ability to evaluate complex business needs, align IT solutions with organizational goals, and present clear, actionable insights to executive stakeholders.
  • Technical & Methodological Expertise: Demonstrates advanced proficiency in project management methodologies, data management, and emerging technologies, applying technical expertise to resolve complex problems and achieve successful project outcomes.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • IT Contract Management & Compliance: Experience managing public sector IT contracts, including drafting, negotiating, and administering agreements while ensuring compliance with legal, procurement, and vendor management requirements.
  • Continuous Improvement & Process Optimization: Demonstrates expertise in leading continuous improvement initiatives using data-driven methodologies to improve quality, reduce inefficiencies, and achieve sustainable process improvements.
  • Organizational Change Management: Demonstrates expertise in leading organizational change through structured change management methodologies (e.g., ADKAR), developing and executing change plans, supporting stakeholders, and aligning initiatives with strategic goals.
