Location: Olympia, WA Hybrid.

The Opportunity:

The Department of Children, Youth, and Families (DCYF) mission is to protect children and strengthen families, so they flourish.

To succeed in that mission requires funding from a variety of sources, each of which carries its own requirements.

As the result of a multi-million-dollar, multi-year Child Welfare IT system replacement effort, this Management Analyst 5 will ensure that DCYF is in compliance with the Comprehensive Child Welfare Information System funding allotments and meeting all necessary reporting requirements through a variety of tasks focused on quality assurance and process control.

Without this position the agency puts at risk the entirety of the system replacement funding and the Child Welfare case management system.

This position provides expert level analysis and direct support in developing and maintaining agency financial guidelines, developing and maintaining internal controls, and supporting audit liaison activities related to federal and state audits.

The position also manages multiple highly complex and interdependent federal funding streams, analyzes, interprets, and provides guidance to DCYF staff on federal grants managed by this positions, and ensures costs are appropriately allocated to available funding sources while maintaining compliance with applicable laws and regulations.

Some of what you will do:

  • Develop reports to isolate specific transactions related to CCWIS and FamLink systems to process transaction level journal vouchers to appropriate fund sources as a part of the grants management process.
  • Review data sets from the budget unit to ensure transactional level data links to the transactions in the Agency Financial Reporting System (AFRS) as required.
  • Work collaboratively with Programs, Budget, Accounting, and other stakeholders to prepare comprehensive reports, summaries, recommendations, and development of financial reports.
  • Research, analyze and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws, regulations, and accounting principles.
  • Utilize proper accounting procedures and methods in accordance with generally accepted accounting principles.
  • Work with the assigned budget analyst to ensure corrections to funding are accurately reflected in the financial data.
  • Verify expenditures are in accordance with federal regulations, budgetary constraints, and proper period of availability.
  • Analyze allowable fund utilization to anticipate future account coding changes that will be necessary to optimize available funding.
  • Remain up to date on current federal and state rules and impacts to available programmatic funding streams.


Required Qualifications:

  • Equivalent combination of education and experience totaling nine (9) years in the listed area.

OR

  • Bachelor's degree in business administration, public administration, or a related field, AND five (5) years of demonstrated experience in two (2) or more of the following areas:
    • Analyzing policies, laws, rules and regulations
    • Managing business policy development
    • Working with multiple federal funding sources
    • Working with a complex, regulatory environment
    • Conducting business analysis and developing requirements

AND

  • Commitment to equity, inclusion and respectful workplace principles.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Familiarity with the Agency Financial Reporting System (AFRS).
  • Familiarity with social service program funding.
  • Ability to conduct through analysis and assessments from a variety of information sources.
  • Analytical and reasoning skills: document processes and outcomes for consistency and completeness
  • Proficient in Microsoft products, with advanced level in Excel.
