Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Enterprise Systems Solutions Group (ESSG), Division of Medicare Systems Support (DMSS).

As a IT Program Manager (Data Management/Data Science), GS-2210-13, you will provide technical expertise to accomplish analysis of options and development of the design for advanced data systems, software, and complex programming specifications.

In order to qualify for the GS-13, you must meet the IT Competencies below AND following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Planning, developing, implementing, or administering systems for data acquisition, storage, and retrieval; AND Leading cross-functional teams (e.g., policy analysts, data engineers, contractors) in executing data management projects to include developing project plans, requirements, assigning tasks, and monitoring progress; AND Providing technical advice or recommendations on the development, implementation, oversight and modernization of existing data science technologies.

Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Serve as a senior IT Program Manager and advisor to leadership in leading and coordinating the efforts of CMS professionals and contractors in solving complex data management issues and problems for a wide range of systems.
  • Consult with customers and applies analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.
  • Provide technical advice in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to CMS data.
  • Serve as a resource and leader to Federal and contractor staff on formulating, planning, implementing, managing, tracking, and evaluating large scale and complex data management projects and their associated requirements and risks.
  • Furnish expert technical advice and recommendations on major problem areas in assigned fields of specialization.
