Full Job Description

The OIG's Office of Data Analytics is seeking highly motivated technology professionals to support the agency's mission to promote integrity, efficiency, and accountability within the Department of Justice.

The Office of Data Analytics collaborates across the OIG and is committed to innovation and delivering results. The incumbent will serve as a Data Architect in the Office of Data Analytics.

To qualify for this position at the GS-14 grade level, applicants must have at least one year of specialized experience at or above the GS-13 grade level in the federal sector, or the equivalent in the private sector.

Specialized experience is defined as experience that is typically in or related to work of the position to be filled and has equipped and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For this position your specialized experience must demonstrate the following: Professional experience developing pipelines or applications with Databricks, Snowflake, or equivalent tools in a cloud environment; Professional experience with data modeling techniques to implement data warehouses and analytical framework in columnar or lakehouse databases; Knowledge and/or training in ETL tools or processes; and Expertise in Python and SQL.

In addition you must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.

Major Duties:

The Office of the Inspector General (OIG) in the U.S.

Department of Justice (DOJ) is a statutorily created independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs.

The Office of Data Analytics (ODA) is responsible for supporting the OIG's audits, evaluations, investigations, and special reviews of the personnel and programs of all DOJ components.

The goal of the Data Analytics program is to:

develop the OIG's capability to manage large datasets to support various OIG projects;

develop models to automatically identify indicators of fraud and other high-risk programs and/or transactions; and

represent the Department in its interactions with all federal Departments and agencies regarding data analytics activities, policies, standards, and programs.

As a Information Technology Specialist (Data Architect), your responsibilities will include, but are not limited to: Provide a robust data management platform to translate complex business needs, requirements and strategies, multiple data sets and other data points that support conceptual, relevant, and straightforward dashboards, visual tools, reports, and analytical solutions Develop standard templates and data/information displays that communicate complete information in simple insightful ways that accelerate decisions, improve accountability, and increase speed to target Develop and execute strategies to improve OIG operations, fraud detection and data analysis through related information systems within the DOJ-OIG Develop strategies for data acquisition and archive recovery while implementing data architectures to support a data warehouse or data lake environment, including data design, data engineering, database architecture, and metadata repository creation Evaluate highly complex database management environments identifying problems and providing expert technical advice on new or improved information technology and procedures Design data architecture with a customer-focused approach to meet their needs for a scalable platform.

Lead full life cycle support of various lakehouse or columnar databases in development and production environments including configuring, monitoring, troubleshooting and maintaining databases in production and non-production environments; and diagnosing and addressing database performance issues using performance monitors and various tuning techniques in cloud environment Integrate networking and software components, evaluate new applications software features and technologies, migrate data from on premises to secure cloud environments and communicate new features of version updates to end users.

Ensure that the rigorous application of information security/information assurance policies, principles, and practices remain current for the delivery of application software services Assist with technical consultation on areas for improvement.

Support new technical enhancements in collaboration with the vendors.

Product adaptation will include, but are not limited to: customer access orientation, application navigation, and application usage Develop data domains and their interoperability and pay attention to data elements and develop common nomenclature across such domains Support customers and work with developers to provide technical and operational support, including design, troubleshooting, performance monitoring, tuning, and optimization Communicate effectively with stakeholders and developers in creating high performance data assets Solve problems that arise in integrating heterogeneous systems and coming up with inventive solutions for product integration Responsibilities will increase and assignments will become more complex as your training and experience progress.
