Riverside County Information Technology (RCIT) is seeking a highly qualified IT Business Systems Analyst III to support the Enterprise Application Bureau located in Riverside, CA.

This position serves as the Benefits lead for the PeopleSoft Human Capital Management (HCM) system and plays a critical role in supporting the County of Riverside’s Enterprise Resource Planning (ERP) system. The incumbent partners closely with central Human Resources to support key Benefits activities, including Open Enrollment, MOU medical benefit changes, medical rate updates, Life Events processing, and retirement processing.

The PeopleSoft HCM system serves as the County’s ERP platform for managing core human capital functions, including human resources, benefits, time and labor, and payroll. The Benefits module is a vital component that supports plan configuration, enrollment, compliance, and employee self-service. This module enables the County to administer health insurance, retirement plans, and paid leave programs while automating eligibility and premium processing.

The duties of the IT Business Systems Analyst III may include, but are not limited to, the following:
•Maintain and support the PeopleSoft HCM Benefits module.
•Document system functionality, business processes, and work requests.
•Facilitate meetings and present project scope and requirements to stakeholders.
•Perform system configuration and technical setup.
•Research and interpret Memorandums of Understanding (MOU), state, and federal mandates.
•Conduct system testing and data validation.
•Develop and execute SQL scripts to support data analysis and system updates.

Incumbents in this role support, troubleshoot, test, configure, and implement enterprise-wide technology applications and solutions designed to meet County business needs. This position directly supports enterprise technology needs and contributes to the continued growth and optimization of County systems.

The Business Systems Analyst III may also participate in researching and evaluating emerging technologies to enhance system performance and improve the customer experience. Responsibilities include conducting process and system analysis, refining and documenting business requirements, and supporting the development, implementation, and ongoing production support of integrated systems.

In addition to the minimum requirements, the most competitive candidates will possess:
•Knowledge of benefits administration or governmental human resources application business processes.
•Demonstrated ability to resolve application and system issues through data gathering, analysis, logical reasoning, and drawing valid conclusions.
•Knowledge, skills, and experience with enterprise application systems and tools such as PeopleSoft, Oracle, and/or Oracle SQL.

Requirements

• Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.

• Analyze projects; document new organizational processes; generate reports for management on new technology.

• Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.

• Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.

• Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.

• Implement new and modified processes and systems by performing design, application development, installation and testing.

• Modify software; customize business applications and interfaces.

• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.

• Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.

• Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

• Maintain, support, and administer software applications.

• Provide customer support, training, and problem analysis for software applications.

Qualifications

Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience: Four years of successful journey level IT job-related experience, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).

At least one year of the required experience must have included providing technical or systems support for a Human Resources department, employee benefits administration, or Human Capital Management (HCM) system.

Knowledge of: The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.

Preferred IT-Related Skills: Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments.

Other Requirements
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
