Summary

This job involves working as a senior IT business analyst to support a benefits program that helps public and school employees in Washington access health care information through a self-service system.

You'll collaborate with tech teams and non-tech users to analyze needs, document requirements, and help transition to a new system while ensuring everything runs smoothly.

IT Business Analyst – Senior/Specialist (ITBA-SS/ETS)

This senior business analyst supports the Health Care Authority’s (HCA) Benefits 24/7 self-service program that provides benefits information to public and school employees across Washington.

Collaborating with developers, quality assurance testers, and non-technical customers who support benefits subscribers, the successful candidate will bring a mix of technical experience and business familiarity into a role where they will have the opportunity to work on a long-term project to transition into a new system from the agency’s legacy system.

About the division:

The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for HCA.

ETS delivers innovative information technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of HCA divisions and business program groups.

The Employees and Retirees Benefits (ERB) IT section within ETS supports the ERB Division by delivering business application design, solutions architecture, and development as well as integration of IT resources to engineer high-quality, cost-effective solutions in partnership with business and project stakeholders.

About the position:

This IT position provides services responsible for Public Employee Benefits Board (PEBB) and Schol Employee Benefits Board (SEBB) business and technology analyses, planning and documenting requirements in partnership with business subject matter experts (SMEs) and external partners.

This position translates complex SEBB and PEBB healthcare program requirements into tangible deliverables such as functional and non-functional specifications, use cases/user stories, workflow and data processes, data models diagrams and, requirements matrices to drive development in conjunction with technical teams.

It also identifies and recommends the most optimal new solutions to support requirements for modernization and innovation enhancements.

The senior BA will facilitate prioritization of core functions and features with Business Product Owners (for Agile/Scrums), develop Quality Assurance benchmarks, findings, and recommendations to mitigate issues and risks, and develop and evaluate RFP’s / RFQ’s.

This position is eligible to telework and is also typically required to report on-site once per week. The team’s current on-site day is Wednesday.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

  • Facilitate requirement gathering sessions
  • Review rules and guidelines from state WACs on PEBB and SEBB employees
  • Determine business objectives by understanding business functions, gathering information, evaluating user processes, input/output requirements, and formats.
  • Document business requirements, business rules and logic, and design specifications.
  • Construct diagrams and write specifications
  • Develop cases or user stories and assist in prioritizing requirements.
  • Assigns requests, coaches, and assists the other BA staff on business requirements development practices
  • Translate business needs into technical requirements and technical/system requirements
  • Act as Scrum Master for the ERB development team.
  • Lead ETS ERB BA team in activities to obtain requirements for new or enhanced IT-related projects.

Qualifications

Required qualifications:

Qualifying candidates will satisfy all of the following requirements (experience can be gained concurrently):

  • Five (5) years of experience providing requirements analysis services using disciplined, best practice processes/methods for gathering, documenting, analyzing and managing requirements.
  • Four (4) years of experience in strong analytics and communications background.

    Excellent written and verbal communication skills and the ability to communicate technical issues, both verbally and in writing, to state staff and vendor management.

    Ability to combine analytic skills with business knowledge.

  • Experience facilitating and creating material for internal and external training on system changes or new applications.
  • Two (2) years of experience with change management, particularly with large system implementations.

Qualifying candidates will also meet one of the following criteria options:

Option 1:

  • Nine (9) years of progressive professional IT experience. Experience must include at least three years of business analyst experience.

Option 2:

  • Associate degree and
  • Seven (7) years of progressive professional IT experience. Experience must include at least three years of business analyst experience.

Option 3:

  • Bachelor’s degree and
  • Five (5) years of progressive professional IT experience. Experience must include at least three years of business analyst experience.

Option 4:

  • Master’s degree and
  • Three (3) years of progressive professional IT experience. Experience must include at least three years of business analyst experience.

Option 5:

  • Three (3) years of professional experience as a journey level IT professional in state service.

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Preferred qualifications:

  • Experience using business intelligence tools such as SAS, SQL.
  • Experience using data visualization tools such as Power BI, MS SQL Server, Oracle, Tableau, etc.
  • Experience working in Agile environment.
  • PROSCI Change Management certification.
  • IIBA CBAP certification.
  • Scrum Master or Product Owner certification.
  • Lean Green Belt certification.
  • Two (2) years of experience with School or Public Employees benefits (SEBB/PEBB) systems.
