The Department of Revenue’s (DOR) Information Services (IS) division is recruiting for an IT Business Analyst – Journey to join our ATLAS Management Program (AMP).
This program supports the agency’s core Automated Tax and Licensing Administration System (ATLAS), a mission-critical platform for tax and licensing operations.
This position facilitates the understanding of ATLAS, business processes, IT systems/applications interacting with ATLAS and customer requirements across multiple stakeholders by capturing, analyzing, and documenting system requirements.
Your work is complex, with wide-area impacts, that involves cross-divisional and interagency processes and systems.
The Business Analyst is responsible for engaging with stakeholders, facilitating requirements gathering, assessing the impact of proposed changes and understanding and responding to their needs in a rapidly changing environment.

Requirements
As the AMP IT Business Analyst, you will:
- Elicit, analyze, validate, and document customer requirements for ATLAS and related systems, applications and interfaces essential for DOR operations, following Business Analysis best practices, DOR IS standards and guidelines and FAST methodologies.
- Participate in the planning, feasibility, organization, and delivery of complex projects to ensure projects remain on time and within scope as established by agency divisions, AMP, Executive management, or law/policy changes.
- Provide analysis support on ATLAS work requests submitted through the ATLAS Intake & Prioritization System.
- Use business operations and technical understanding to evaluate and resolve complex problems, some of which have wide-area and cross-divisional impact and require deeper analysis to determine underlying problem or cause.
- Provide legislative impact support for the ATLAS Management Program.
- Perform other tasks for AMP deliverables and operations as required in support of training, testing, or other needs.
Qualifications
An individual applying for this position must demonstrate the following knowledge, skills and abilities:
- Information technology experience in consulting and analyzing or designing computer software applications around business process/workflow: managing or directing technology projects; eliciting business requirements for software applications; or administering or supervising staff that performed work in any of these information technology disciplines.
- Experience in planning, facilitating, and directing discussions to elicit business needs and requirements with a high-level of competency in conflict resolution on one or more critical projects or programs.
- High-level experience in creating a variety of technical documents for a varied audience including business requirements specification that include technical and functional requirements, technical diagrams, process flow charts and business rules.
- Expert in communication both verbally and in writing. Uses effective techniques for communicating and asking questions in a way that enhance clarity, timely information gathering, and reliability of information
Preference may be granted to applicants who possess:- Proficient in the use of FAST’s GenTax system, including FCR.
- 3or more years of demonstrated in-depth knowledge and understanding of agency business processes within one or more agency divisions.
- Experience participating in or supporting activities for one or more agile projects.
- Bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or equivalent combination of education/experience.
- Certification of Competency in Business Analysis (CCBA).
- Demonstrated knowledge of best practice Business Analysis methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK® Guide and Standards).
- Customer service oriented. Having the ability to maintain positive and productive working relationships with fellow IT staff, business customers, and vendors.
