IT Business Analysis – Journey (ITBA-J/ETS)

This position supports business partners in the Employees and Retirees Benefits Division through gathering, documenting, and analyzing requirements for application development and testing.

This technician will develop test cases and user stories in an agile environment.

The ideal candidate will be open to learning new systems and coming up with creative solutions in utilizing and maximizing legacy systems.

About the division:

The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the Health Care Authority (HCA).

ETS delivers innovative information technology (IT) solutions for enterprise-class business solutions that support the mission of HCA divisions and business program groups.

Supporting the Employees and Retirees Benefits (ERB) Division’s two main programs of Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB), ETS is solely accountable for developing and delivering highly reliable IT solutions for enterprise-wide business applications, data and systems processes supporting:

  • 365,000 (PEBB) public employees, retirees and their dependents and
  • 300,000 (SEBB) school employees, spouses and dependents
  • Approximately 620 ERB and shared services staff members

About the position:

This position provides services responsible for PEBB and SEBB business and technology analyses, planning and documenting requirements in partnership with business subject matter experts (SMEs) and external partners.

This position is responsible and accountable for ensuring HCA’s systems (technology, data, and processes) adhere to federal laws, regulations and standards, and the State OCIO’s and HCA’s enterprise architecture principles, policies, and standards.

This position utilizes business and technical experience in the analysis, documentation, and providing of IT requirements’ services for systems, data, and processes development.

This position is responsible for identifying, documenting, supporting and validating all requirements for implementing new solutions modernization and innovation enhancements.

This position is eligible to telework and is also typically required to report on-site once per week.

The team’s current on-site day is Wednesday.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington.

This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

  • Facilitate requirement gathering sessions with business users and stakeholders.
  • Document business requirements, business rules and logic, and design specifications.
  • Develop use cases or user stories and assist in prioritizing requirements.
  • Communicate technical information to customer groups in an understandable manner.
  • Translate business needs into technical requirements, and technical/system requirements.
  • Responsible to manage the ServiceNow support ticket queue and resolve daily minimum as defined by supervisor.
  • Identify and support process improvements in business requirement mapping.
  • Develop ahead of any deployment and implementation points “As-Is” to “To-Be” gap analyses and corresponding and proactive change management plans.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Seven (7) years of experience as a business/technical analyst within an information technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes.

Option 2:

  • 2-year degree in computer science or information technology area and
  • Five (5) years of experience as a business/technical analyst within an information technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes.

Option 3:

  • Bachelor’s degree in computer science or information technology area and
  • Three (3) years of experience as a business/technical analyst within an information technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes.

Option 4:

  • Master’s degree in computer science or information technology area and
  • One (1) year of experience as a business/technical analyst within an information technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes.

Option 5:

  • Three years as an Entry level IT professional in state service.

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Journey-level IT consulting and research skills.
  • Experience in facilitating change and/or transition planning, including collaboration with stakeholders.
  • Proven internal and external influencing skills at executive and senior management levels.

Preferred qualifications:

  • Two (2) years of experience writing user stories in an agile environment.
  • Experience using ServiceNow or an equivalent ticketing program.
  • Experience translating WACs or equivalent laws and policies into technical/system requirements.
  • Experience demonstrating data analytical skills such as SQL and visualization tools (e.g. Power BI), alongside transferrable skills such as critical thinking, and strong communication/presentation for explaining insights to stakeholders.
  • Experience working with Azure DevOps.
  • Experience working with Microsoft Visio or similar Business Modeling Tool.
  • Familiarity with, and demonstrated understanding of, the enterprise’s business, information/data, and technology architectures.
