King County's Business Resource Center (BRC) is seeking a PeopleSoft Business Systems Analyst to join our team!

The PeopleSoft team plays a critical role in supporting King County’s workforce by implementing labor contracts, providing technical user support, and delivering system modifications and enhancements to the PeopleSoft Human Resources system.

As a Business Systems Analyst, you will lead the delivery of complex, high-visibility initiatives.

This role demands strong requirements-gathering expertise and a results-driven mindset to ensure solution-oriented outcomes.

You will manage and guide projects while collaborating closely with cross-functional teams to achieve successful results. Experience with PeopleSoft HR systems is highly preferred.


ABOUT THE BUSINESS RESOURCE CENTER OVERVIEW The BRC oversees King County’s business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.


BRC Director’s Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county’s ERP business systems.

They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county’s ERP systems.


BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur.

This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations.

The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county.


Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud and Supplier Cloud, and SAP Concur travel systems.

The team collaborates with our business partners and county departments to deliver finance, procurement, travel expense and treasury services across all county business operations.


HR and Payroll System Team: This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, time and labor, and payroll services across all county business operations.


Shared Services Team: This team specializes in training, change management, and help desk support, along with system security, administration, and licensing.

There is also a highly skilled and technical team of DBAs who manage day to day running and performance of the systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches.

Requirements

SCOPE OF JOB DUTIES: To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:

  • Translating labor contract language into actionable PeopleSoft implementation requirements.
  • Perform system configurations and execute data changes to ensure accuracy and compliance.
  • Provide comprehensive system and technical user support for the PeopleSoft HR environment.
  • Assess the impact of system changes on downstream business processes and operations.
  • Lead and facilitate group discussions to identify customer issues and develop solutions that align with business needs.
  • Develop detailed requirement specifications and test plans for complex system projects.
  • Conduct thorough functional testing using industry best-practice methodologies.
  • Diagnose and resolve production issues by identifying root causes and implementing effective solutions.

Qualifications

WE ARE LOOKING FOR CANDIDATES WHO HAVE:
  • Exceptional analytical skills with the ability to interpret and manage large volumes of employee data.
  • A strong aptitude for quickly understanding complex business processes.
  • Comprehensive knowledge of Human Resources system processes and functionality.
  • Excellent written and verbal communication skills to collaborate effectively with diverse stakeholders.
  • A proven ability to design and implement solutions for application modifications, interfaces, and reports.
  • A proactive mindset with a strong sense of initiative, supporting teammates and ensuring successful project completion.
  • Ability to work independently and collaboratively within a team setting.
  • Equivalent combination of education and experience that demonstrates the skills, knowledge, and abilities required to perform the work successfully

PREFERED SKILLS:
  • An understanding of King County business processes and how enterprise systems support them.
  • A customer-focused approach, fostering positive relationships with agencies and staff.
  • The ability to adapt and remain flexible in a dynamic, multifaceted work environment.
  • Strong interpersonal skills to engage and build relationships with individuals from diverse cultures and socio-economic backgrounds.
  • Demonstrated proficiency providing system analyst support for PeopleSoft or a comparable Human Resources/Payroll system; or equivalent experience.

WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

UNION REPRESENTATION: This position is represented by Protec17: Information Technology.

WORK LOCATION: The BRC team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
