Full Job Description

The King County Facilities Management Division (“FMD”) Finance Division is looking to fill a newly created Business and Finance Officer III position to handle a newly created FMD Internal Service Fund, to record the monthly building transactional details for the new building.

In addition, FMD has recently acquired several new properties that are currently managed by an external property management company.

This position will be responsible for recording monthly transactional information from the property manager’s books of record and entering that data it King County’s General Ledger system, (“EBS”).

Other ongoing duties include creating and managing fund budgets, investigating and reporting on budget variances, tracking spending on various tenant Improvement projects, capitalizing Purchased or constructed FMD fixed assets, and performing other financial, accounting and other administrative activities for the Facilities Management Division(“FMD”).

This position performs a wide variety of complex accounting, analytical, technical, and reporting functions. Duties include, but are not limited to:

  • Managing fund cash flow
  • Creating fund budgets
  • Analyzing and reporting to FMD leadership on fund variances
  • Financial monitoring of any related capital projects
  • Working closely with other FMD section managers
  • Operational collaboration with the Department of Community & Human Services (“DCHS”)
  • Grant, bond, and regulatory compliance

  • Support with Federal & State Audits
  • Other duties as assigned.

This position provides all financial support to the newly created Broadway Building Fund.

The building was purchased in December 2025, and this position will handle all accounting duties for this new fund.

The position works closely with the external property management company, in-house capital and maintenance project managers, and real estate agent staff.

The position works with construction contracts, project management software, accounting software, and performs project close-out activities as needed throughout the year.

This job will also be developed to provide bank up to other FMD Finance BFOs, as needed.

Our facilities range in age from 8 to 100 years, with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

Requirements

  • Manage, coordinate, and support various capital projects, maintenance programs, and ad hoc repair assignments which include budget development ,supplemental ordinance requests ,grant billings, revenue tracking, and reporting, bond compliance, and annual SEFA and SESA reporting (review and approval of audit responses and billing documents for the variety of reimbursement grants and construction contracts.)
  • Processtransactionsnecessarytotrackandcollecttherevenuesassociatedwiththecapitalfunds.
  • Review expenditures ,contracts, and processing year-end transactions.
  • Prepare the quarterly financial forecast, revenue status reports and any ad hoc reports as required.
  • Provide data, analysis, and back up as needed for the biennial FMD budget development process and supplemental ordinance requests.
  • Provide revenue analysis and projections for management to support on-going operations and budget.
  • Perform other budget maintenance activities such as cost projections, cost summaries and fiscal inquiries.
  • Analyze/prepare or evaluate/approve journal entries, inter-fund transfers, budget revisions.
  • Provideadviceandtrainingontheaccountingsystem,reports,forms,andtheaccountingstructure.
  • Manage the Fixed Assets process of adding or removing inventory of real and personal property items as needed.
  • Supervise professional and fiscal staff, including assigning work, coaching, and training, and approving time.
  • Perform other related duties as assigned.

Qualifications

  • Four (4) years of experience in accounting, advanced skills in budgeting, finance, managerial and financial accounting, analytical and management systems and working with financial information and financial and budgeting systems.
  • Knowledge and practical experience in the areas of Generally Accepted Accounting Principles (GAAP), operating and capital budgeting concepts and practices, government and fund accounting concepts, finance, contract administration, grant management, revenue billing and collection principles and managing all financial aspects for this new fund.
  • Advanced level skill in Microsoft Word, Excel.
  • Skills in interpreting contracts and agreement, following King County policies and procedures, bond and other funding guidelines, mathematics, operating statistics, assessing the financial impact of alternative decisions, quantitative analysis, problem solving and building financial models.
  • Skillinhandlingseveralprojectsortaskssimultaneouslyandunderstandingandfollowingtechnicalinstructions.
  • Abilitytocommunicatebyexpressingandconveyingideaseffectivelywithpeersandsupervisors,including presenting data and detailed report writing,
  • Ability to work independently and collaboratively with staff, peers, and other County agencies.
  • Quality organization, decision making, time management, and planning skills.
  • Adept at project management skills including: project budgeting, expenditure tracking, monitoring against budget, and following all activity.


DESIRED QUALIFICATIONS:
  • Four-year degree in accounting
  • Oracle EBS experience and any other financial project systems
  • Capital project and fund management experience.
  • Experience in a contracting, design, and construction environment
  • Public Sector budgeting
