This position is currently a hybrid of both in-office and telework days

The Division of Technology Services (DTS) is seeking a passionate IT analyst to work on our state-wide implementation of verifiable digital credentials (VDC).

This effort will allow individuals to securely store and share their credentials, such as educational certificates, permits, and professional licenses, with organizations in a verifiable and tamper-proof manner.

This role will support the technical requirements for the VDC system and associated credential types.

Serving as a technical liaison for the VDC support team, you will collaborate closely with product owners, vendors, and other DTS staff to support the VDC infrastructure and implementations of new credential types.

The role requires developing a comprehensive understanding of all relevant systems to ensure seamless support during planning, deployment, and ongoing operations.

This position may be available for partial remote work with at least 2 days in the office. The office is located at Taylorsville State Office Building 4315 S 2700 West, Taylorsville, Utah.

Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

All remote work must be performed within Utah

Health Insurance - Public Employee Health Program (PEHP):

Retirement - Utah Retirement Systems (URS):
  • Employees hired on or after than 7/1/2011 and have never been in the URS retirement system have two options for retirement in the Tier II System. Employer contributions to your 401(k) are vested after four years.
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System.
  • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
  • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System.
Paid Time Off:
  • Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
  • Annual leave increases with years of service.
  • There are also 12 paid holidays

Requirements

  • Identify Solutions: Translate customer needs into actionable technical requirements and clear user stories.

  • System Oversight: Monitor system performance, availability, and capacity, proactively identifying and remediating potential issues.

  • Security & Compliance: Implement security configurations and policies across cloud and mobile environments, ensuring all systems meet audit and security review requirements.

  • Maintenance & Automation: Manage patch updates, configuration changes, and automation workflows to optimize system stability.

  • Technical Documentation: Author and maintain comprehensive documentation for system configurations, operational procedures, and process flows.

  • Technical Liaison: Serve as the central technical point of contact for team members, vendors, and cross-agency partners.

  • Technical Translation: Distill complex technical concepts into accessible information for non-technical stakeholders and the general public.

  • Collaborative Alignment: Foster transparency across DTS and private sector partners to refine the vision and roadmap for the VDC system.

  • Strategic Growth: Stay current on industry trends and best practices regarding VDC technology to inform future system evolution.

  • Agile Integration: Actively participate in SAFe ceremonies (PI Planning, Sprint Reviews, etc.) to ensure development alignment with the product vision.

  • Feature Decomposition: Collaborate with developers to break down high-level features into manageable stories for efficient delivery.

  • End-User Support: Resolve complex connectivity and access issues, coordinating resources across support groups to ensure high-quality customer service.

Qualifications

  • Experience with formal testing methodologies and techniques

  • Interact with people in a manner which shows sensitivity, tact, and professionalism

  • Plan, organize, and prioritize time and workload in order to accomplish tasks and meet deadlines

  • Highly proficient in written, verbal, and presentation communication skills.

  • Ability to partner with other functions across IT and business to ensure collaboration, consistency, and quality of solutions

  • Experience working with and/or designing APIs.

  • Understanding of cloud environments such as Amazon Web Services or Google Cloud.

  • Demonstrated ability to work collaboratively and build trusting relationships with stakeholders.

  • Ability to help remove roadblocks for team members.

  • Ability to present technical subject matter to internal and external stakeholders.

  • Excellent problem-solving skills.

  • Understanding of agile methodologies and tools

  • Strong desire to learn powered by curiosity

  • Implementation, securing, and managing APIs

Additional Information

  • Employment contingent on passing a drug screening and a background check.
