The primary purpose of this position is to serve as the Division Chief of the Environmental Division for the Logistics and Engineering Directorate of the Air National Guard, an Air Force Major Command, responsible for planning programming, coordinating and directing all functions and activities for the Environmental Division.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series 0801; General Natural Resources Management and Biological Sciences Series 0401; General Physical Science Series 1301; Group Coverage Qualification Standard for Professional and Scientific Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.
Examples of specialized experience includes directing and coordinating the efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to the division, as well as all participating organizations in environmental planning, programming, budgeting, auditing, and investigative, pollution prevention, compliance, and remedial services.
Establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
Skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting environmental planning, programming, budgeting, auditing, investigative, pollution prevention, compliance, and remedial services with a goal of maintaining the Open Enforcement Actions (OEAs) from state and.
federal regulators at zero.
Experience with establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a wide range of advanced multidisciplinary professional environmental/engineering/scientific concepts, principles, practices, standards, methods, techniques, materials, equipment, and of system engineering and efforts required to achieve and preserve operational safety, suitability, and effectiveness (OSS&E) in systems or end items.

Knowledge of policies, practices, regulations, and laws concerning environmental management process and initiatives; knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, military, and organizations that govern, interface with, and/or influence acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds for the ANG environmental planning, compliance and remediation activities at ANG locations located throughout the 50 States, Puerto Rico, Guam, the Virgin Islands, and the District of Columbia.

Serves as the Environmental Division Chief in the Logistics and Installations Directorate, National Guard Bureau.
Plans, organizes, and oversees all Environmental Division activities to sustain military readiness by insuring ANG compliance with environmental requirements for more than 170 Air National Guard locations throughout the 50 States, Puerto Rico, Guam, the Virgin Islands, and the District of Columbia.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Makes periodic and comprehensive assessment and evaluation of program goals and objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.
Represents the organization with a variety of environmental, installation and functional area organizations.
