Job Description

Summary

This job involves managing environmental programs for a naval facility in Florida, ensuring compliance with laws on pollution, natural resources, and cultural sites while balancing military operations.

You'll advise leaders on regulations, conduct inspections, develop management plans, and handle permits and budgets.

It's a good fit for scientists, engineers, or biologists with experience in environmental compliance and problem-solving in government or related sectors.

Key Requirements

  • Bachelor's degree or higher in physical science, environmental engineering, biology, or related field (meeting OPM basic requirements for series 1301, 0819, or 0401)
  • At least one year of specialized experience at GS-11 level or equivalent, solving complex environmental compliance problems in construction, utilities, or real estate
  • Expertise in National Environmental Policy Act (NEPA) regulations and federal, state, local environmental protection laws
  • Knowledge of cultural and natural resource management, including forestry practices like timber management and prescribed fire
  • Ability to collect, review, and analyze technical environmental data using standard techniques
  • Experience developing and implementing Integrated Natural Resources Management Plans (INRMPs) and Integrated Cultural Resources Management Plans (ICRMPs)
  • Skills in reviewing project scopes, permits, contracts, and preparing budgets for environmental programs

Full Job Description

You will serve as an ENVIRONMENTAL PROGRAM MANAGER in the Environmental Division of NAV FACILITIES ENGINEERING COMMAND SE.

This position is Interdisciplinary and can filled by the following series: 1301 - Physical Scientist, 0819 - Environmental Engineer, or 0401 - Biologist (Biological Science).

In addition to the Basic Requirements for this position (see Education), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Solving complex problems involving environmental compliance and protection concerning a variety of construction, utility, real estate, and environmental actions; 2) Collecting and reviewing technical information on environmental activities using standard data gathering and analysis techniques; 3) Reviewing, applying, and coordinating cultural resources laws, rules, and regulations with stakeholders and government agencies; and 4) Making significant modifications to established methods, procedures, or approaches to abate environmental hazards, improve environmental management systems, or promote effective environmental stewardship.

  • You will serve as the technical expert for the Installation Commanding Officer on National Environmental Policy Act (NEPA) regulations.
  • You will serve as the technical expert for the Installation Commanding Officer on ensuring compliance with Federal, State and local laws related to environmental protection, cultural and natural resource management.
  • You will serve as the technical expert for the Installation Commanding Officer on managing forestry practices to include timber management and prescribed fire.
  • You will perform inspections to determine compliance with applicable permits and regulations.
  • You will develop and implement INRMPs and ICRMPs balancing military needs with environmental stewardship.
  • You will develop, review, and submit permit applications for managed programs.
  • You will review and provide written comments for maintenance and construction project scopes of work, contracts, and design drawings.
  • You will ensure proper completion of inspection records and reports for managed programs.
  • You will prepare budget requests for funding of assigned programs and submit to higher authority.
