Full Job Description

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy.

As a Information Technology Specialist, you will be support the DOE Counterintelligence (CI) mission, you will provide information technology (IT) expertise to DOE CI mission activities, including investigations, awareness, analysis, insider threat, cyber forensics, and more benefitting DOE elements at headquarters, field offices, and the national laboratories.

BASIC REQUIREMENT:Individuals must have IT-related experience demonstrating each of the four competencies listed below: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above, individuals must meet the specialized experience listed below: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service.

Specialized experience for this position is defined as meeting ALL of the following: Acute knowledge and skill in the design, architecture, and operations of complex enterprise-level systems, including the development and implementation of infrastructure strategies and solutions.

Heighten knowledge and skill in comprehensive system troubleshooting, efficient server management, virtualization technologies, and robust backup and recovery methodologies, including disaster recovery planning and execution.

Consummate knowledge and hands-on skill in managing and optimizing systems and platforms from key vendors, including Nutanix, VMware, Microsoft (e.g., Windows Server, Azure services), Dell Technologies, and Cohesity.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status.

This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement.

Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-14, Information Technology Specialist, you will: Serve as a recognized information technology expert in system administration who advises the executive level leadership and top management officials in the areas of system security and enterprise architecture alignment, and structured programming and analysis needed to meet user issues and requirements.

Maintain an awareness of the interpersonal climates of the organization, DOE-IN HQ IT, and other parts of the DOE IN mission as it supports the greater DOE with the mission of cybersecurity and security risk mitigation.

Serves as a member of the Maintenance Review Board (MRB), Systems Engineering Management Plan (SEMP) and Configuration Management Board (CMB) as well as various standing information management boards, committees, working groups, and ad-hoc groups convened by DOE offices, employing secure configuration management processes, while advising on project costs, design concepts, or design changes, ensuring that acquired or developed system(s) and architecture(s) are consistent with organizational goals.

Provide technical expertise to carry out a variety of tasks involved in systems analysis, systems administration, network architectures, policy and planning, Internet capabilities, identifying and prioritizing critical business functions in collaboration with organizational stakeholders.

Servers as leader of the infrastructure team, ensuring the overall health, functionality, and security of the organization's IT systems, managing various operational, technical and strategic tasks.
