Summary

This job involves leading IT projects for a naval aviation center, managing software development, databases, and dashboards to support daily operations and improve system efficiency.

Full Job Description

You will serve as an INFORMATION TECHNOLOGY PROJECT MANAGER in the Command Operations Office, within the Information Technology/Cyber Security (IT/CS) Competency of FLEET READINESS CENTER SOUTHWEST.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) managing complex, concurrent IT projects, expert-level technical skills in application and dashboard development, and proven leadership in Agile environments.

2) facilitating cross-departmental collaboration, optimizing workflows, and ensuring the efficient deployment IT projects and development of technology solutions across an organization 3) developing and implementing plans, providing support to project leads with coordinating activities and resources to meet objectives 4) supporting the development, testing, maintenance, and optimization of software applications, databases, and Power BI reports To be considered, an individual must possess a PMP certification and have foundational experience in project management methodologies, alongside technical proficiency with the required stack including C#, .NET, SQL, and the Power Platform.

Well and best-qualified candidates are distinguished by their extensive experience managing complex, concurrent IT projects, expert-level technical skills in application and dashboard development, and proven leadership in Agile environments.

Critically, all candidates must meet the mandatory conditions of a Cyber IT/Cybersecurity Workforce (CSWF) position by holding or being able to obtain the required security certifications and committing to continuous professional development.

  • You will be responsible for the functional sustainment, optimization, and overall strategic coordination of business systems that support FRCSW’s daily operations.
  • You will not only support the development, management, and sustainment of locally developed FRCSW software, applications, and programs, but also lead efforts to enhance system performance, security, and overall integration across the command.
  • You will evaluate processing on FRCSW-specific programs, recommend improvements, and manage software development and system administration procedures to align with broader organizational goals.
  • You will develop and implement plans including risk mitigation, quality assurance, problem-solving, communication via presentations and briefings, participation in reviews, documentation, and product release planning.
  • You will collaborate with stakeholders (technical leads, project managers, subject matter experts) to gather software requirements and translate them into technical specifications.
  • You will design, develop, and maintain software applications using programming languages and tools such as C#, ASP.NET Framework, API Development, JavaScript, HTML, Microsoft Power Apps, SQL, and Power BI.
  • You will design, implement, and maintain databases using systems such as Oracle, Microsoft SQL Server, and MySQL, ensuring seamless integration with applications and Power BI.
