Full Job Description

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO).

The Deputy Federal Chief Information Officer is a recognized expert on policies, procedures, guidance, and technologies impacting the Federal Government's information technology strategy and management.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Demonstrated experience and expert knowledge of Federal Information Technology (IT) laws, policies, and directives, such as the Federal Information Security Management Act (FISMA) and the Federal Information Technology Acquisition Reform Act (FITARA), to advise senior officials on short- and long-range IT strategy and management.

TQ 2: Knowledge of emerging technology and IT practices, principles, and methods and the effects of those technologies on policies, programs, and organizational performance.

TQ 3: Demonstrated experience developing and implementing policy to improve Federal IT practices and agency program execution to optimize information and services for the American public.

TQ 4: Demonstrated experience leading complex, cross-agency IT initiatives, including governance, stakeholder coordination, and executive across diverse mission environments, with the ability to translate strategy into measurable outcomes and sustained operational change.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES. Major Duties:

The Office of the Federal Chief Information Officer (OFCIO) manages the Federal Information Technology (IT) portfolio by establishing policies and standards for the use of IT, overseeing agency budgeting and management of IT, and assessing agency information security and cybersecurity policies and practices.

The Deputy Federal Chief Information Officer (DCIO) reports to the Administrator of E-Gov (the Federal Chief Information Officer).

As a Deputy Federal Chief Information Officer, your typical work assignments may include the following: Managing a team of professional staff to coordinate the smooth flow of work activities including legislative response and outreach and budget and policy development and implementation as it relates to IT practices and management.

Providing expert advice and assistance to OMB senior leadership on the formulation of Federal IT policy and oversight matters, operations and administrative functions of IT policy development, IT modernization, agency engagement and governance, and data governance.

Ensuring that the Annual President's Budget is in alignment with Federal Chief Information Officer (FCIO) and Administration priorities across federal agencies.

Maintaining strong working relationships to ensure effective coordination and alignment among OMB, agency Chief Information Officers, Congress, and other stakeholders.

Designing, implementing, and maintaining effective IT performance measures and operational risks for the Federal Government and ensuring that agency reviews are conducted in accordance with established policies, standards, and regulations.
