Summary

This role involves leading the IT operations for a foundation focused on environmental scholarships and policy, handling everything from daily tech support to planning and improving systems for smooth agency work.

It requires guiding the team's tech strategy and working closely with leaders and partners to solve problems and keep things running securely.

Ideal candidates are experienced IT professionals who are strong leaders, great communicators, and skilled at managing projects in both traditional and cloud-based environments.

Key Requirements

  • Bachelor's degree in computer science or related field, or equivalent experience (5+ years for PM level, 7+ for Senior)

Full Job Description

This position manages the Udall Foundation Information Technology (IT) program.

The incumbent oversees the day-to-day operations of the agency's IT infrastructure and uses program management techniques and practices to ensure program effectiveness.

The incumbent also provides input and guidance to the Chief Operations Officer as it relates to all aspects of the IT program.

Technical Qualifications - IT PM Level: A bachelor's degree in computer science or a related field, or at least five (5) years of applicable experience.

At least five (5) years of experience with Microsoft environments (e.g., Active Directory, Group Policy), including installation, configuration, maintenance, and troubleshooting.

At least five (5) years of experience with network and systems administration, including advanced understanding of network concepts (TCP/IP, DNS, DHCP, VPNs, firewalls, and routing).

At least five (5) years of experience with system storage, backup, and disaster recovery.

This includes designing and implementing backup and disaster recovery plans to ensure agency continuity, and performing system and network monitoring to proactively identify bottlenecks and issues.

At least three (3) years of experience with physical and cloud platforms (e.g., Azure). This includes migrating on-premise systems to the cloud and managing cloud and physical resources.

At least three (3) years of experience diagnosing and resolving complex technical issues across multiple systems and platforms.

At least three (3) years of experience creating clear, concise, and comprehensive technical documents to support IT operations (e.g., system maps, procedures, system plans).

At least three (3) years of experience serving as the primary point of contact for critical systems and infrastructure.

At least three (3) years of experience serving in a leadership capacity for IT projects, working with a variety of stakeholders to ensure project and program success At least three (3) years of experience proactively identifying efficiencies and improvements for an organization's information technology initiatives.

Skill identifying and recommending to leadership improvements to agency IT operations, activities, and initiatives.

Skill in identifying and using innovative methods to address IT needs within a resource-limited environment, delivering cost-effective solutions without compromising quality or compliance.

Major Duties:

Leads the Udall Foundation's IT program, overseeing all aspects from day-to-day operations to strategic planning.

Applies proven project and program management techniques to ensure IT services are efficient and effective.

Ensures successful delivery of IT projects by overseeing their full life cycle from conception to completion.

Serves as the lead member of the agency's IT team, guiding and motivating other team members to achieve agency goals.

Leads team meetings, monitors progress on team projects, and provides guidance and assistance to IT team members.

Mentors and develops IT team members, fostering their professional growth and technical skills.

Leads and oversees high priority agency and government-wide initiatives that seek to secure, improve, and modernize the agency's IT infrastructure.

Examples of projects include implementation of Zero Trust Architecture, cloud adoption, and the integration of artificial intelligence (AI) into the agency's operations.

Oversees the implementation and maintenance of IT security and cybersecurity controls, ensuring compliance with Federal Information Security Modernization Act (FISMA) standards and National Institute of Standards and Technology and Office of Management and Budget guidance.

Directs the implementation and continuous monitoring of IT security controls, ensuring the agency's systems meet applicable Federal regulations.

Provides feedback to and collaborates with the COO to define IT priorities and strategic direction.

Designs and implements solutions that meet goals and requirements that fit within current agency constraints. Assists the COO with IT budget planning and forecasting.

Makes recommendations to the COO on IT staffing and professional development needs. Serves as a subject matter expert and Program Manager for network and systems administration.

Manages the design, implementation, and maintenance of the agency's networks, systems, and overall IT architecture. Maintains oversight of the agency's physical servers and assets.

Produces and manages all relevant system documentation to ensure operational stability (e.g., network maps, incident response plans). Serves as the designated system owner for critical agency systems.

Maintains and renews applicable system documentation, including Authority to Operate (ATOs) forms and System Security Plans (SSPs).

Reviews applicable documentation (e.g., Privacy Impact Assessments, System of Record Notices) to ensure language is consistent with the agency's ATOs and SSPs.

Acts as the primary liaison and point of contact between the agency and the Cybersecurity and Infrastructure Security Agency (CISA).

Current agency activities with CISA include attending regular and ad hoc meetings for their Continuous Diagnostic and Mitigation (CDM) program, reviewing applicable CDM reports, and reviewing and implementing items from CISA Binding Operational Directives and Emergency Directives.

Supports the COO and other agency leadership with mandatory reporting and data calls.

This includes providing applicable data and information related to the agency's IT infrastructure, providing feedback for narrative responses, and reviewing draft materials for technical accuracy.

Support also includes reviewing Federal guidance and requirements related to IT and providing feedback on implications for the agency.

Develops and drafts written content for a variety of IT documents including policies, plans, and procedures.

Assists with the collection and drafting of IT requirements for applicable contracts and requisitions.

Serves as a backup to the Applications Development Program Manager to ensure operations continuity for key agency applications. Provides support to the IT specialist as needed on user support issues.

Performs other duties as assigned.
