Job Description

Summary

This job involves managing and improving human resources information systems for the U.S. Navy's Pacific Fleet, including designing, analyzing, and maintaining databases to support personnel decisions.

Full Job Description

You will serve as a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) in the Director, Civilian Human Resources (DCHR), Total Force Management (N1) Directorate of COMPACFLT HUMAN RESOURCES OFFICE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: executing initiatives that include the design, implementation, modification, and maintenance of human resources information systems and applying qualitative and quantitative methods to collect, analyze, and present data that informs leadership decisions on civilian personnel programs and operations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will work closely with the Manpower, Analytics, and HR Systems (MAHRS) and other stakeholders on a variety of program policy, information, and initiatives that enhance systems, processes, and inform HR and/or civilian personnel decision making.
  • You will provide system analysis, programming support, and documentation for newly integrated systems both internal and external to COMPACFLT Area of Responsibility (AOR).
  • You will recommend the most efficient data systems designs based on associated research of functionality and cost that meets user requirements.
  • You will translate broadly defined requirements into Human Resources Information System (HRIS) specifications.
  • You will research and analyze information for senior leadership, technical and functional users and prepares appropriate documentation and training in system use.
  • You will review all Systems Access Requests (SARs) requiring DCHR approval and provides a recommendation to the Director for approval/disapproval.
  • You will conduct in depth analysis to identify trends, patterns, and anomalies across multiple data sets.
  • You will maintain the integrity of data by developing standardized methods of input/extraction, and safeguards for quality control.
  • You will develop and prepares spreadsheets, graphs, charts, text documents, reports and other visualizations informed by data.
