Correctional Industries (CI) within the Department of Corrections (DOC), is seeking a highly motivated and qualified individual to fill an Industries Manager 3 position. This position is located at Airway Heights Corrections Center (AHCC) in Spokane, Washington. This position typically works from 7:00 a.m. to 3:30 p.m. Monday through Friday.

This position is exempt from Washington State Civil Service rules.

Requirements

Correctional Industries (CI) is committed to maintaining and expanding incarcerated work training programs which develop marketable job skills, instill and promote positive work ethics and reduce the tax burden of corrections.

Correctional Industries works within the Reentry Division, providing people with focused success opportunities.

The Food Manufacturing Group manufactures food items and materials for the feeding and training programs within Airway Heights Corrections Center (AHCC). This position has oversight of product development and customer services over the food manufacturing work program.

The Industries Manager 3 (IM3) - Materials Manager works collaboratively with internal and external stakeholders and contributes to the agency’s mission to improve public safety by positively changing lives by supporting the adequate supervision and accountability of incarcerated workers.

The Materials Manager provides leadership and management of CI work programs within the Food Factory Manufacturing Group.

Primary Responsibilities include, but are not limited to:
  • The Materials Manager is responsible for business activities related to Enterprise Resources Planning (ERP) for the Food Manufacturing group, including raw material purchasing, production planning and inventory management
  • This position provides accountability, leadership, sets an example for staff.

    It provides direction to the manufacturing group (staff and incarcerated) by following a continuous improvement model and active supervision (measuring performance) to facilitate communication, enhance consistency, ensuring a safe workplace and focusing on customer fulfillment and positive experience

  • The Materials Manager has advanced knowledge of purchasing, scheduling, inventory accountability, and superior stakeholder relationships through effective management of inventory movements to support the Food Manufacturing programs
  • This position works in collaboration with the Food Manufacturing team and acts as relief for other shops when needed
Accountability-Scope of Control and Influence:
  • The Materials Manager is responsible for the management oversight and leadership of the incarcerated individual work training programs managed by CI at AHCC
  • This position influences and impacts statewide policy adherence, procedures and operations, as well as assuring the efficiency, consistency, and accountability of operations, programs, and services
  • The directions and decisions made by the Materials Manager impacts the viability of the work programs and training of incarcerated individuals, which increase the likelihood of successful reentry into the community and post release employment opportunities
  • The programs may fail if the products and services do not meet customer standards.

    This failure could result in a loss of revenue, which could mean a loss of training opportunities for I/Is, loss of civilian jobs, and the potential closure or reduction of CI food manufacturing, warehousing and/or transportation

  • The Materials Manager regularly makes financial decisions impacting the department. This position reports to the Food Manufacturing Manager
Decision Making and Policy Impact:

Manage day-to-day onsite organizational issues, safety and security requirements, personnel, memorandums of agreement, and applicable regulations.

Provides recommendations for equipment purchases, construction etc., and ensures that security and safety concerns, and incarcerated workers issues are brought to the attention of the Food Manufacturing Manager

Ensures effective leadership within Food Manufacturing group staff is sustained, promoting increased transparency, heightened communication, and exceptional customer service that fosters a positive culture by and between staff and incarcerated individuals in furtherance of the CI Mission.

Effectively directs, guides, and coaches staff in identifying and developing new and/or modified products to satisfy customer demand, achieve nutritional requirements, and reduce operating costs.

This requires ongoing collaboration with Food Service Administration, the DOC State Dietician, and other members of the CI Food Group, as needed

  • Manages CI Food Manufacturing Material Resource Planning (MRP) program to coordinate and direct
  • Provides consistent management for Food Manufacturing teams, including, Food Group Technical Services, Food Factory and Customer Service. This includes oversight and problem-solving assistance for staff in areas such as efficient and effective work processes, safety and security requirements
  • This position analyzes, implements, and monitors changes that impact budget and external environments.
  • Managing multiple priorities that include project planning, scope management, cost and risk and process improvement initiatives.
  • Collaborates across internal and external teams and ensures vison and execution of strategies are clearly communicated
  • Failure to properly lead the organizations initiatives and oversee operations can lead to deficient business decisions, lost revenue, and complications for customers that rely on performance.

    Failure to properly implement these strategies could negatively impact the CI Mission and goals as well as safety and security of DOC facilities

  • Develops and implements local operational directives that comply with collective bargaining agreements and policies.
  • Works closely with a diverse team of varied qualifications, expertise, and backgrounds, as well as with institutional leaders to ensure operational needs are met
  • Quality and process control with food operations team for consistency and customer acceptability
  • The Materials Manager is involved with making and approving decisions in emergency situations
  • This position must apply sound judgement to ensure operations are maintined, elevating issues to the Food Manufacturing Administrator at the appropriate time.

    Without question, decisions impacting site functions and/or administration must involve the AHCC General Manager and the Food Manufacturing Administrator prior to taking actions.

    Additional decisions with the potential to change Food Group priorities and/or processes, or affect CI internal/External customers, will be discussed with the Assistant Director prior to final determination and action.


    Financial Dimensions:
    Operating budget controlled:
    • This position is directly accountable for management of Enterprise Resource Program (ERP) with sales target of $26 million annual sales and 3.1 million dollars average monthly inventory
    • Customer service includes order fulfillment for Department of Corrections Food Service program as well as other nonprofit customers
    Other financial influencers/impacts:
    • Assist in achieving forecasted profit and margins, manage budget forecast by controlling operational expenses for direct and indirect cost of goods and services
    • Assists in ensuring compliance with agency policies and procedures, communicating regularly with Food Manufacturing Administration (IM5)

    Qualifications

    Required Qualifications:
    • High School Diploma or GED equivalent
    • Three (3) years progressively responsible management experience in inventory management to include procurement, logistics and production scheduling
    • Three (3) years full-time work experience supervising employees
    • Two (2) years' experience with either Material Requirement Planning (MRP) or Enterprise Resource Planning (ERP) software
    Desired Qualifications:
    • Bachelor's degree from an accredited college/ university recognized by the U.S Department of Education or County of Higher Education (CHEA) or foreign equivalent in project management, public administration or related field
    • Two (2) years of experience working in and leading a manufacturing/production environment
    • Two (2) years' experience applying Lean principles ad concepts in a manufacturing/production environment
    • Experience working within a Correctional environment
    Special Requirements/Conditions of Employment:
    • This position is exempt from Washington's civil service rules, Exempt employment is considered "at all," and there are not contractual employment rights. Exempt employees service at the pleasure of the appointment authority
    • Maintain regular and reliable attendance
    • Complete a felony disclosure form prior to employment and submit to a criminal background check
    • Successfully complete, within timeframes, employee orientation and all other mandatory, annual, in service and other required training
    • Provide physical residential address and home telephone number to the Department of Corrections
    • Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreement as applicable
    • Must Possess and maintain a valid driver's license
    • Must successfully complete the Correctional Worker Core (CWC) training program for interaction within the incarcerated population
    • Required to work directly with incarcerated individuals

    Telework Details

    This position may be allocated for telework.

    If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.
