The Washington State Department of Corrections Correctional Industries (CI) team is seeking a results-driven General Manager (Industries Manager 5) to lead and elevate CI programs at the Monroe Correctional Complex, building on a strong foundation while challenging teams to innovate and expand high-quality work training opportunities.


In this role, you will provide dynamic leadership to incarcerated work programs that equip individuals with marketable job skills, reinforce strong work ethics, and contribute to reduced recidivism and increased public safety.

Working collaboratively with facility leadership, agency executives, internal and external stakeholders, and partner organizations, you will ensure programs operate efficiently, effectively, and in alignment with the agency’s mission to positively change lives through accountability and opportunity.


As part of the Reentry Division, Correctional Industries is committed to maintaining and expanding impactful work training programs that prepare individuals for successful reentry while reducing the tax burden of corrections.

The General Manager plays a critical role in advancing this vision by overseeing daily operations, guiding program strategy, supporting high-performing teams, and contributing to business planning and financial forecasting efforts.


The candidate of choice will work in close partnership with Monroe Correctional Complex superintendents and administration, CI leadership, and other state agencies to ensure program excellence and compliance with applicable WAC, RCW, agency policy, and state and federal laws.

Requirements

As a General Manager, some of your duties will include:

  • Providing industry oversight of CI training programs at MCC
  • Assuming responsibility for assigned staff and incarcerated workers within CI training programs at MCC
  • Developing decision documents for change in business practices, equipment, or establishment of new staffing and/or industries
  • Working with CI manager, monitoring and ensuring program sustainability on the sale of CI products to ensure full cost recovery with margins to cover program reinvestment
  • Coaching, training and mentoring all direct reports in regard to personnel issues, forecasting, asset management, products, sales strategies, and customer service
  • Resolving concerns and complaints with internal and external stakeholders
  • Providing supervision and accountability to direct and indirect reports within the organizational chain
  • Developing, documenting, and collaborating with stakeholders on policy revision, standard operating procedure development/revision, and/or process improvements
  • Reviewing and approving of annual MCC admin forecast in collaboration with internal stakeholders
  • Ensuring decisions and assigned direct reports are adhering to the appropriate Collective Bargaining Agreement, DOC Policies and Operational Memorandums
  • Providing regular updates and information as needed for CI Advisory Committee and/or other requests for reports
  • Providing oversight and managing contracts as needed related to assigned areas of responsibility
  • Completing workplace investigations as assigned by the appointing authority

Qualifications

What we need (required qualifications):

  • High school diploma or GED
  • Minimum four (4) years of budget administration and development
  • Minimum of four (4) years’ experience in progressively responsible management/supervisory position
  • Must possess and maintain a valid driver’s license.

What will make your application stand out (preferred qualifications):

  • Bachelor's degree from an accredited college/university in project management, public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the County of Higher Education (CHEA) or foreign equivalent
  • Two (2) years working in a corrections environment
  • Two (2) years experience implementing procedures and policies

Telework Details

This position may be allocated for telework.

If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
