Job Description

Summary

This job involves managing and tracking government property in a federal prison system's central office, including organizing inventories, ensuring proper records, and guiding staff on acquisition and disposal.

It focuses on keeping everything efficient and accountable to support secure operations.

A good fit would be someone with experience in property or asset management, strong organizational skills, and knowledge of government rules, ideally from business or administrative backgrounds.

Key Requirements

To be considered for the position, you must meet the following qualification requirements: Basic Requirements: Education: Undergraduate and Graduate Education: Major study-business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR Experience: Experience that demonstrated: Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property.

Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property.

Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property. Knowledge of Government sales policies, regulations, and methods.

Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.

In addition to meeting the Basic Requirements, applicants must have the following: Education: There is no substitution of education for specialized experience for this position at this level.

OR Experience: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the particular assessments to perform successfully the duties of the position, and that is typically be in or related to the position to be filled.

Some examples of the qualifying experience are: Experience with identifying areas for improvement and implementing policies to make the personal property program more efficient and accountable.

Experience with ensuring information and training is provided to Accountable Property Officers. Experience with maintaining the acquisition of all accountable personal property.

Experience with assuring correct record-keeping is performed, and authorizes appropriate disposal as needed.

Experience with supervising and providing guidance and directions to property management and warehouse staff. If applicable, credit will be given for paid and unpaid experience.

To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Functions as an Industrial Property Management Specialist in the Building Management Section, Facilities Management Branch, Administration Division of the Central Office.

Responsible for the implementation, upkeep and overall operation of the "Sentry Property Management Systems” within the Central Office, consisting of real property and controlled capitalized and non-capitalized personal property.

Responsible for organizing, coordinating, and directing physical inventories of accountable property and training others in proper methods of performing and reconciling as well as providing technical guidance to those responsible for conducting the inventories.

Assists in planning, supervising, and coordinating programs related to the acquisition, release, transfer, construction, renovation, repair, improvement, and management of property of the Central Office.
