Full Job Description

You will serve as a Staffing HR Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD).

The employee serves as a Human Resources (HR) Specialist providing HR advisory in the areas of recruitment and placement to a Center or equivalent Center level office or to subdivisions of a Center.

Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer.

Average work hours must be stated on resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

To Qualify for GS-09 - Applicants must meet one of the following: One full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.

This specialized experience must demonstrate the following: Performing or assisting with two or more of the following functions: developing job analyses, creating job opportunity announcements using automated HR systems, reviewing application materials for eligibility and qualifications determinations, and making veterans' preference determinations/adjudications; and Preparing, reviewing, and processing a variety of personnel actions such as accessions, promotions, reassignments, conversions, extensions, etc., ensuring accuracy of information and compliance with applicable regulations and guidelines; and Responding to a variety of human resources inquiries from managers, employees and/or applicants.

**OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an L.L.B or J.D.) (36 semester hours, 54 quarter hours, or the equivalent).

**OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements.

For example, 1 full year (18 semester hours or 27 quarter hours) of graduate-level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e.

50% of the required experience) would equal 100% of the required experience for the position.

As a Human Resources Specialist (Recruitment & Placement) at theGS-0201-9, some of your typical work assignments may include: Performs staffing, recruitment, and placement activities for regularly recurring GS occupational series of competitive and excepted service positions.

Drafts vacancy announcements using an automated online application staffing system.

Reviews applications and adjudicates veteran's preference claims, confirms eligibility claims and makes qualifications determinations.

Processes personnel actions, including making determinations for the nature of action and legal authority code for a variety of personnel actions.

Extends job offers, coordinates pre-employment, and finalizes onboarding for new hires.

Prepares correspondence to applicants regarding employment inquiries, application procedures, and clarification on eligibility and qualifications determinations.

Responds to a variety of inquiries from internal and external customers.
