The primary purpose of this position is to serve as Personnel Systems Manager (PSM) and direct the management ofthe Personnel Data System (PDS).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis.
Extensive knowledge of work processes, data models, work rules, file/database design/structure and content, equipment, internal computer processes, applications, and utility programs, to advise on alternative approaches, to identify problems and plan and implement solutions, and to collaborate with design center personnel in effecting needed changes.
Knowledge of the capabilities of networks, network enclaves, network boundaries, data systems, and small computer configuration/applications as they relate to system integration and access; data access and processing, systems interfaces, utility programs, and programming aids to accomplish tasks supporting personnel program operations.
Ability to identify needed modifications to small computer desktop configurations, network configurations, or systems in order to relate all aspects of needed work to network owners, system owners, and users.
Knowledge of established security techniques and procedures to ensure data security requirements related to physical, personnel, and information security are accomplished.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of military personnel policies, procedures, rules, guidelines, publications. 2. Knowledge of PDS applications and working knowledge of personal computers and software. 3.
Knowledge of the civilian personnel guidelines and master labor agreement. 4. Knowledge of the entire personnel function. 5. Knowledge of systems interfaces as they pertain to the PDS. 6.
Skill and ability to analyze data/products. Ability to communicate effectively with diverse groups of individuals, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
