THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (T5), Position Description Number T5094000 and is part of the AL DCSPER JFHQ, National Guard.

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade.

Specialized experience is experience that prepared the applicant to perform the duties of the position.

The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience.

An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.

Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S.

Army, or U.S. Air Force.

KNOWLEDGE REQUIRED: --Knowledge of the overall requirements, objectives, practices, and peculiarities of the assigned program area, sufficient to advise subordinate personnel or lower echelon entities on assigned actions or cases.

--Knowledge of respective automation systems and their interrelationship with other personnel and medical systems.

--Knowledge of military personnel administration and related policies, regulations, and procedures; ability to interpret and apply regulations and precedents to perform a complete analytical review of records and case documentation; and ability to identify discrepancies and validate recommendations or alternatives to situations encountered.

--Knowledge of requirements for proposed action to ensure by evaluative methods that documentation is correct and sufficient and that all levels of legal, medical, pay, and administrative review are complete.

--Ability to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.

--Skill in compiling information, preparing reports, and analyzing data/products. --Ability to coordinate, plan, organize, and direct work.

--Knowledge of military organizational structure/hierarchy and their respective duties and responsibilities, protocol, and similar matters. Major Duties:

1.

Responsible for oversight administration and implementation of policies pertaining to state medical affairs, and exercise of programs in one or more of the following areas: Line of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Soldier Readiness Processing (SRP), demobilization coordination with Post Deployment Health Re-Assessment (PDHRA).

Cases have major effects on career or service as they may result in unfavorable career separation or loss of status.

Ensures that regulatory requirements related to the specific action or interviews personnel to obtain needed data.

Coordinates with the Human Resources Command (HRC), National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, Regional Medical Command, the Military Treatment Facilities (MTF), the Medical Evaluation Board (MEB), Physical Evaluation Board Liaison Offices (PEBLO), Regional Army Commands, State and regional counterparts, and members at all unit levels.

(30%) 2. Serves as the advisor to the Supervisory Human Resources Specialist on issues of health care, sources of healthcare, and medical aspects of Soldier readiness.

Collects, analyzes and provides statistical reports to the Supervisory Human Resources Specialist within the state regarding the health services programs.

As required, organizes, coordinates, and provides briefings and training for workshops, seminars, and conferences. Attends events on behalf of the Supervisory Human Resources Specialist as needed.

(30%) 3. Manages the funds associated with the appropriate programs and provides accounting for expenditures as required. Provides updates of fund execution, projections, and unfunded requests.

Synchronizes with overall fund manager and provides feedback to program manager.

Provides advice and guidance to other personnel on actions in areas of expertise, as well as advice, instructions, and interpretations, as needed, to lower echelons. (15%) 4.

Responds to inquires and various correspondence within respective areas and ensure maintenance of an action file for all responses.

Oversees, observes, and advises the release of sensitive information in accordance with HIPAA and Privacy Act standards concerning individual military members and mission requirements.

Coordinates, assembles, monitors and ensures the proper conduct of medical boards, and participates as required.

Provides tracking, over-sight, assistance and follow-up to issues identified through all medical aspects of Soldier readiness (SRP, PDHRA, and Periodic Health Assessment (PHA).

Assists with or conducts onsite training as requested or required by supported units and activities.

Reviews, evaluates, and interprets regulatory guidance, policies, and procedures to applicable programs.

Provides guidance to all users through the development of policies, procedures, standard operating procedures (SOPs) and electronic tracking systems; as well as dissemination of information related to the appropriate program.

Publishes guidance to enhance and simplify completion and submission of related actions. (15%) 5. Plans and schedules work in a manner that promotes a smooth flow and even distribution.

Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.

Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.

Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.

Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning.

Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives.

Provides advice to supervisor on significant issues and problems related to work accomplishment.

Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points.
