Base salary range: $62,107 - $80,737
Typical requirements: 1 year specialized experience at GS-10. Ph.D. or equivalent doctoral degree, or 3 years graduate study.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves advising on workplace issues like employee discipline, performance reviews, and union agreements for Navy staff in Japan, helping managers resolve conflicts and ensure fair treatment.
It's ideal for someone with HR experience in labor relations who enjoys problem-solving and working in an international setting.
Note that medical and dental care is very limited there, so it's best for adaptable professionals comfortable with overseas challenges.
You will serve as a HUMAN RESOURCES SPECIALIST (LABOR REL/EMPLOYEE RELATIONS) in the Yokosuka Human Resources Office of the OCHR OVERSEAS PROGRAM CENTER .

Please see Additional Information section below.*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Researching and interpreting policy to provide HR management advisory services on labor and employee relations issues (i.e conduct/discipline, adverse actions, performance management, and leave administration), identifying course of action necessary to resolve conduct and performance management issues, and providing technically accurate interpretations of negotiated agreement provisions to reconcile conflicting viewpoints.

In addition to meeting all minimum qualification and eligibility requirements, ICTAP applicants must be well qualified for the position to receive consideration for special priority selection.
A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes.
Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training.
