About the Position: Serve as a Human Resources (HR) Specialist performing Human Resources Development (HRD) in the Headquarters US European Command (HQ USEUCOM), Directorate of Manpower and Personnel (J-1), Human Capital Division (HCD) as a command expert and senior staff officer to the Commander and other senior leadership on command and HR programs.

Specialized Experience: One year of specialized experience which includes 1) Facilitating the execution of succession planning to build leadership pipelines to ensure workforce continuity; 2) Assisting in standardizing career ladders to help align workforce requirements with an organization's mission; AND 3) Applying human resource principles to analyze an organization's development programs, policies, and processes.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Provide expertise and consultation to management on integrating human capital (HC) strategies and succession planning into the command and US Army North Atlantic Treaty Organization (NATO) elements' missions and programs.
  • Foster the development and sustainment of a diverse cadre of highly capable, high-performing, and results-oriented civilian leaders to lead effectively in increasingly complex environments.
  • Exercise independent judgment in the interest of the agency to effect one or more of the following: hire, direct, assign, promote, reward, transfer, furlough, discipline, or remove civilian employees; adjust their grievances.
  • Utilize a broad knowledge of HR functions and processes to support and develop command and US Army NATO approaches to achieving strategic human capital planning (SHCP) initiatives.
  • Represent the command as an Army Civilian Training, Education, and Development System (ACTEDS) Intern Executive Resources Board (AIERB) member.
  • Create a variety of complex HC management reports, utilizing various Microsoft suite applications (e.g., VISIO, Excel, PowerPoint) and other analytical tools to professionally develop HC reports, statistical data, and findings.
