Basic Requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: applying human resource development learning theories, and adult learning principles and methods to develop or deliver formal employee training and development initiatives and curricula targeting professional development; partnering with customers to identify training and development needs; and coordinating resources to ensure successful delivery of training and development program services in a business environment.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Serves as a program manager for agency training and development in areas such as financial management, accounting, technology or professional development; creates program framework; and oversees curricula design, delivery and evaluation.
  • Coordinates a full range of program management duties including project plan development, budget preparation and monitoring, assessment or training initiatives, and marketing.
  • Partners with agency leadership, customers, and private industry providers in order to develop innovative training and development initiatives in anticipation of individual or organizational training and development needs.
  • Collaborates with subject matter experts (SME's) and instructional design specialists to assess effectiveness of learning technologies and develop or acquire engaging, effective and meaningful course content.
  • Evaluates and selects training vendors, and administers contracts with vendors to meet organizational training needs.
