Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees within the DFAS Human Resources Directorate; and eligible Priority Placement Program DoD Military Spouse Preference applicants.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: providing consultative services to management regarding the planning and execution of training, meetings or knowledge sharing events involving large audiences either in-person, using on-line/virtual learning technologies and platforms, or a combination thereof; researching and developing program delivery and performing post-event evaluation assessments.

Work must also illustrate examples of budget administration, procurement and/or contract services in support of executing large scale training or employee development events, training services and learning technologies.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

Major Duties:

  • Develops and coordinates large scale strategic training events for DFAS leadership. Works with subject matter experts and trainers and manages logistics and content delivery to ensure maximum value for participants.
  • Participates in determining the most effective methods of content delivery, ensuring the venue, materials and method of delivery are conducive to the proposed agenda and intended audience both in person and using learning technologies.
  • Prepares after action summaries of events, performs assessments and gathers data in relation to the planning, development and delivery milestones of training events planning.
  • Serves as Contracting Officer’s Representative (COR). Manages contracts for training services and learning technologies. Develops Statements of Work, analyzes proposals and oversees contractor performance with mandated deliverables
  • Serves as an advisor to DFAS customers on a wide variety of Learning and Development programs. Leads studies of considerable scope to recommend learning solutions and assess the quality of programs all in support of agency strategic initiatives.
