Full Job Description

This position serves as a Lead Human Resources Specialist in the U.S. Department of Justice, Justice Management Division, Office of Human Capital (OHC) in Washington, D.C..

The primary purpose of this position is to serve as a Lead Human Resources Specialist in applying the full range of all payroll/personnel processing matters for OHC customers.

To qualify for the position of Lead Human Resources Specialist, at GS-0201-13, you must meet the qualification requirements listed below.

SPECIALIZED EXPERIENCE: You must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service.

Specialized experience is defined as: 1) Conducting research or studies on pay and personnel processing to resolve pay and personnel processing problems or issues; 2) Providing analysis of pay statistical reports to identify problems or trends in payroll functions; AND 3) Monitoring payroll assigned projects, tasks, or milestones to track completion or to advise solutions You MUST meet all qualification requirements, including time-in-grade, by 04/08/2026 of this announcement.

  • The duties and responsibilities for a Lead Human Resources Specialist, GS-0201-13, generally include, but are not limited to, the following: Process complex and sensitive payroll/personnel actions for OHC customers through the National Finance Center (NFC) and its payroll/personnel systems and reviewing such work by Team members Serve as the principal focal point within the agency for payroll/personnel functions Communicate assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion Advise the team and individual members in identifying the parameters of a viable solution for payroll or HR Personnel Actions Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow and specialization Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks
