Summary

This job is for an HR specialist in the U.S.

Attorney's Office in Washington, D.C., where you'll handle everyday human resources tasks like managing employee benefits, processing paperwork, and fixing issues in HR systems to support the team's operations.

Full Job Description

The United States Attorney's Office for the District of Columbia mission is to enforce the criminal laws of the United States and the District of Columbia, represent the interests of the United States in civil litigation, and respond to the public safety needs of the community by leading an effective, well-coordinated law enforcement effort that contributes to the overall goal of improving the quality of life in the District of Columbia.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-09 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing administrative and technical Human Resources (HR) support across multiple functional areas (e.g., staffing, classification, benefits, employee relations, payroll, personnel security).

Performing quality control and information/data processing for personnel actions, ensuring accuracy, resolving discrepancies, and troubleshooting HR system errors.

Using analytical methods to resolve technical HR issues, create procedures, and produce reports Guiding HR assistants in processing complex personnel actions and utilizing HR systems such as NFC, PTS, and EMPOWHR.

OR Education: Two (2) full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree; OR two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.

B or J.D., in a related field of study to the position (e.g., Human Resources Management, Personnel Management, Industrial/Organizational Psychology, Business Administration (with HR concentration or coursework)).

Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

OR Combination of Experience and Education: Graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement.

Only graduate level education in excess of the first full year can be used in this calculation.

To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study).

To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together.

The sum of the percentages must equal at least 100%.

To qualify at the GS-11 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Serving as a technical authority and primary point of contact for HR quality control and information/data processing functions across multiple HR areas (e.g., staffing, classification, benefits, employee relations, payroll, personnel security).

Resolving complex and controversial HR issues involving conflicting or incomplete information, developing solutions, and ensuring accurate and timely personnel action processing.

Developing procedures, training staff, and conducting evaluations of HR systems such as NFC, EMPOWHR, and PTS to identify and resolve errors, improve processes, and maintain data integrity.

Providing authoritative guidance to HR assistants and specialists, reviewing and processing complex personnel actions, and preparing reports and recommendations for management.

Advising managers, supervisors, and employees on HR matters, coordinating responses to program reviews, and participating in special projects or evaluations impacting multiple organizational units.

OR Education: Ph.D.

or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR an LL.M., in a related field of study to the position (e.g., Human Resources Management, Personnel Management, Industrial/Organizational Psychology, Business Administration (with HR concentration or coursework)).

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.

You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.

This Human Resources Specialist provides HR support for a large district workforce, including recruitment, classification, benefits, employee relations, personnel security, and special HR programs and supports daily HR operations and data across key systems like National Finance Center (NFC), EMPOWHR, and Personnel Tracking System (PTS) to ensure accurate personnel processing and policy compliance.

If selected for this position, you will join a well-respected team that is responsible for providing Human Resources Specialist support in the U.S.

Attorney's Office, District of Columbia, located in Washington, District of Columbia, focusing in the areas of technical authority, systems oversight, and quality control.

Typical work assignments will include: Serving as technical authority and primary POC for HR quality control and data processing, resolving complex issues and ensuring accurate personnel actions.

Developing SOPs, training staff, and evaluating HR systems (NFC, EMPOWHR, PTS) to improve processes and maintain data integrity.

Providing guidance to HR assistants and specialists in processing complex personnel actions, conducting accuracy reviews, determining benefit eligibility, and resolving data entry issues.

Advising managers and employees on HR matters, coordinating program review responses, and preparing reports and recommendations.

Conducting analyses, troubleshooting system problems, collaborating with HR/IT staff, and maintaining official personnel records in compliance with policy.
